【摘要】：隨著我國經(jīng)濟總量躍居為世界第二大經(jīng)濟體，經(jīng)濟發(fā)展轉(zhuǎn)型升級的壓力日趨加大，如何實現(xiàn)從工業(yè)型經(jīng)濟為主向服務(wù)型經(jīng)濟為主的轉(zhuǎn)變，不斷提升服務(wù)業(yè)增加值在國民生產(chǎn)總值中的比重，成為迫在眉睫的課題。我國《國民經(jīng)濟和社會發(fā)展十二五規(guī)劃綱要》將服務(wù)業(yè)置于十分重要的位置，提出“把推動服務(wù)業(yè)大發(fā)展作為產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級的戰(zhàn)略重點，營造有利于服務(wù)業(yè)發(fā)展的政策和體制環(huán)境，拓展新領(lǐng)域，發(fā)展新業(yè)態(tài)，培訓(xùn)新熱點，推動服務(wù)業(yè)規(guī)�；�、品牌化、網(wǎng)絡(luò)化經(jīng)營，不斷提高服務(wù)業(yè)比重和水平”的總體奮斗目標，提出加快發(fā)展生產(chǎn)性服務(wù)業(yè)、大力發(fā)展生活性服務(wù)業(yè)、營造有利于服務(wù)業(yè)發(fā)展的環(huán)境這三大實施路徑。因此，大力發(fā)展服務(wù)業(yè)、優(yōu)先發(fā)展現(xiàn)代服務(wù)業(yè)成為我國經(jīng)濟發(fā)展面臨的一項緊迫任務(wù)。目前，我國借鑒國際成熟現(xiàn)代服務(wù)業(yè)集聚區(qū)的發(fā)展經(jīng)驗，先后開發(fā)建設(shè)了上海浦東新區(qū)、北京金融街、天津濱海新區(qū)等多個現(xiàn)代服務(wù)業(yè)集聚區(qū)，成為我國區(qū)域經(jīng)濟發(fā)展重要的增長極，在產(chǎn)業(yè)轉(zhuǎn)型升級過程中起到重要的示范帶動作用。 本文立足研究需求和重點，首先對現(xiàn)代服務(wù)業(yè)、現(xiàn)代服務(wù)業(yè)集聚區(qū)及區(qū)域開發(fā)投融資模式的理論內(nèi)涵進行研究，梳理國內(nèi)、國際的研究進展。在此基礎(chǔ)上，通過對國際上倫敦金融城、金絲雀碼頭、紐約曼哈頓、巴黎拉德芳斯、迪拜國際金融中心以及巴黎新宿區(qū)等6個發(fā)展成熟的現(xiàn)代服務(wù)業(yè)集聚區(qū)的開發(fā)模式進行研究，提出對我國現(xiàn)代服務(wù)業(yè)集聚區(qū)開發(fā)的借鑒意義；同時，選取我國現(xiàn)代服務(wù)業(yè)集聚區(qū)發(fā)展中具有代表意義的北京金融街、CBD及東擴區(qū)、天津濱海新區(qū)中心商務(wù)區(qū)、上海浦東新區(qū)、福建平潭綜合實驗區(qū)以及珠海橫琴新區(qū)的開發(fā)進展和主要開發(fā)模式進行分析闡述，歸納出我國典型現(xiàn)代服務(wù)業(yè)集聚區(qū)開發(fā)建設(shè)模式的特點，總結(jié)出其中尚存的主要問題。在對現(xiàn)代服務(wù)業(yè)集聚區(qū)的產(chǎn)業(yè)業(yè)態(tài)、開發(fā)模式、融資模式分別進行研究的基礎(chǔ)上，本文選取深圳前海合作區(qū)作為實證樣本，對其產(chǎn)業(yè)業(yè)態(tài)、開發(fā)模式及融資模式進行設(shè)計，并對其在開發(fā)建設(shè)近三年中的固定資產(chǎn)投資額進行估算，對投資需求與供給進行平衡性測算。論文的最后，在理論研究和實證模擬的基礎(chǔ)上，針對我國現(xiàn)代服務(wù)業(yè)集聚區(qū)開發(fā)模式和投融資模式主要存在的問題，從戰(zhàn)略意義、體制機制、政策環(huán)境及保障措施方面提出建議，為我國其他現(xiàn)代服務(wù)業(yè)集聚區(qū)的開發(fā)提供借鑒意義。 論文的創(chuàng)新點主要體現(xiàn)在以下五個方面： 1.在文獻閱讀和理論研究過程中發(fā)現(xiàn)，目前國內(nèi)對現(xiàn)代服務(wù)業(yè)集聚區(qū)的研究多集中在單一區(qū)域，由點到面的對比分析不夠。本文通過選取國際上現(xiàn)代服務(wù)業(yè)集聚區(qū)開發(fā)較成熟的6個樣本區(qū)域和國內(nèi)具有代表性的5個現(xiàn)代服務(wù)業(yè)集聚區(qū)的開發(fā)模式進行對比研究，提出國際現(xiàn)代服務(wù)業(yè)集聚區(qū)開發(fā)模式對我國的借鑒，并深入闡述我國現(xiàn)代服務(wù)業(yè)集聚區(qū)開發(fā)過程中所存在的問題，這在既有研究成果中尚屬首次。 2.提出現(xiàn)代服務(wù)業(yè)集聚區(qū)開發(fā)的流程和各階段實施要點。根據(jù)對區(qū)域開發(fā)模式的研究，從前期準備階段、土地出讓階段和開發(fā)建設(shè)階段分別提出實施要點，并在實證研究過程中，創(chuàng)造性的將開發(fā)流程和實施要點應(yīng)用與于深圳前海深港現(xiàn)代服務(wù)業(yè)合作區(qū)的開發(fā)建設(shè)模式中。 3.對現(xiàn)代服務(wù)業(yè)集聚區(qū)開發(fā)的融資模式進行對比研究。通過對財政直投模式、開發(fā)公司自主融資模式以及引入社會投資者融資模式的具體方法及其實施路徑進行逐一分析的基礎(chǔ)上，對其適用范圍、融資成本等進行對比分析，提煉出每種融資模式的優(yōu)勢和弊端，為我國其他現(xiàn)代服務(wù)業(yè)集聚區(qū)開發(fā)中的融資模式的比選提供決策參考作用。 4.提出現(xiàn)代服務(wù)業(yè)集聚區(qū)開發(fā)的創(chuàng)新性融資模式。針對我國目前的政策環(huán)境，運用創(chuàng)新的金融工具，，探索性提出在香港發(fā)行人民幣債券和跨境人民幣貸款作為區(qū)域開發(fā)的創(chuàng)新性融資手段，并對其實施路徑、優(yōu)勢及弊端進行對比分析。 5.針對我國現(xiàn)代服務(wù)業(yè)集聚區(qū)開發(fā)模式和投融資模式主要存在的問題，從體制機制、政策環(huán)境及保障措施等多方面方面提出的一系列建議中，如“改變管委會的管理機制”等，具有一定的獨創(chuàng)性。
[Abstract]:With China's economic aggregate ranked as the world's second largest economy, the economic development of the transformation and upgrading of the pressure is increasing, how to achieve from the industrial economy to the service economy based transformation, improve service industry added value in GDP proportion, become the urgent task of our country "plan in 12th Five-Year." national economic and social development of the service sector is at a very important position, put forward to promote the service industry development as a strategic focus on the optimization and upgrading of industrial structure, to create an enabling policy and institutional environment for the development of the service industry, expand new areas of development of new formats, new training focus, promote the service industry scale, brand network, management, and constantly improve the proportion and level of services "of the overall goal of speeding up the development of producer service industry, vigorously develop consumer services, create a favorable service The development of the industry environment of the three implementation path. Therefore, vigorously develop the service industry, giving priority to the development of modern service industry has become an urgent task for China's economic development. At present, the development experience of China from international mature modern service industry cluster, has development and construction of Shanghai Pudong New Area, Beijing Financial Street, a number of modern service Tianjin Binhai New Area, has become China's regional economic development an important growth pole, plays an important demonstration effect in the industrial transformation and upgrading process.
Based on the research needs and priorities, the modern service industry, modern service industry agglomeration district and regional development theory of financing mode research, combing the domestic and international research progress. On this basis, through the international financial city of London, Canary Wharf, New York Manhattan, Paris Fang, Ladd, research the development of modern service industry mature 6 Dubai international financial center and the Paris area of Shinjuku district development mode, put forward development of China's modern service industry agglomeration significance; at the same time, the representative of Beijing Financial Street selection of China's modern service industry cluster development, CBD and expansion area of Tianjin Binhai New Area. The central business District of Shanghai, Pudong New Area, Fujian, Pingtan and the development of comprehensive experimentation area, Zhuhai Hengqin and main development modes are analyzed in this paper, summed up China's current typical The modern service industry agglomeration characteristics construction and Development Zone, which summed up the main problems remaining. In modern service industry cluster industry, development model, based on the study of the mode of financing respectively, this paper selects Shenzhen Qianhai cooperation zone as the sample, the industry design, development mode and financing mode, and the construction in the development of nearly three years of investment in fixed assets is estimated by the balance calculation of investment demand and supply. Finally, based on the simulation of theoretical research and empirical analysis, in view of China's modern service industry cluster development model and the financing mode of the main problems, from the strategic the meaning, system and mechanism, put forward suggestions and measures of policy environment, development for China's modern service industry cluster to provide reference.
The innovation of the thesis is mainly embodied in the following five aspects:
1. in literature reading and theoretical research process, the research area of modern service industry of domestic more concentrated in a single region, comparative analysis approach is not enough. This paper selected the international modern service industry cluster development is relatively mature in 6 samples with 5 domestic and regional representative of the modern service industry gathering area the development mode of comparative study, puts forward the international modern service industry cluster development model reference to China, and deeply expounds China's modern service industry agglomeration district existing problems in the development process, the existing research results in the first time.
Put forward 2. points of modern service industry agglomeration district development process and various stages of implementation. According to the research on the mode of regional development, from the preparation stage, construction stage and development stage of the land were put forward and the key points in the process of empirical research, the development and construction of the creative process will be developed and the key points of implementation and application in Shenzhen Qianhai Shenzhen Hong Kong modern service industry cooperation zone.
3. of the modern service industry agglomeration district development financing model comparative study. Based on the foundation of independent financial direct investment mode, financing mode and development company introduced the specific methods of social investors financing mode and its implementation path analysis on the applicable scope and cost of financing are analyzed, the advantages and disadvantages of each extract financing mode, financing mode in the development zone for China's modern service industry is selected to provide decision-making reference.
4. the modern service industry cluster development innovative financing model. According to the current policy environment in China, the use of innovative financial instruments, this paper puts forward to issue RMB bonds in Hongkong and cross-border RMB loans as the regional development of innovative means of financing, and the implementation path, advantages and disadvantages were analyzed.
5., aiming at the main problems existing in the development mode and investment and financing mode of China's modern service industry gathering area, a series of suggestions from the aspects of system and mechanism, policy environment and safeguard measures, such as "changing the management mechanism of the management committee", are original.
