協(xié)同治理視角下的濕地管理:中美對(duì)比案例研究

如今,我們生活在一個(gè)前所未有的緊密聯(lián)系的世界。這種聯(lián)系不僅可以通過數(shù)字方式看到和感受到,且還可以通過環(huán)境的變化感受到。通過人們共同協(xié)作來應(yīng)對(duì)這些對(duì)環(huán)境產(chǎn)生負(fù)面影響的變化更能讓人體會(huì)到這種普遍的聯(lián)系。目前,關(guān)于如何處理環(huán)境變化的研究,嚴(yán)重依賴于與治理機(jī)構(gòu)之間有效和成功合作,共同為濕地及其相關(guān)網(wǎng)絡(luò)的狀態(tài)提供適當(dāng)?shù)恼、?xiàng)目和持續(xù)監(jiān)測(cè)等方面的支持和研究。通過這些合作管理的努力來解決由于氣候的迅速變化而遭受巨大損失的自然環(huán)境問題。濕地雖然不被普遍認(rèn)為是最重要的水文特征之一,但是,它具有其他的一些重要特征,濕地系統(tǒng)擁有一些世界上最大的候鳥繁殖地。自20世紀(jì)初以來,全球濕地面積下降了50%。在20世紀(jì)和21世紀(jì),濕地的流失速度是前幾個(gè)世紀(jì)的3.7倍,這意味著這些重要生態(tài)系統(tǒng)的流失速度還在繼續(xù)增加。下個(gè)世紀(jì)的濕地將決定人類、動(dòng)物及受其影響的生態(tài)系統(tǒng)將如何應(yīng)對(duì)主要的氣候變化,以及它們能否抵消這些濕地地區(qū)被破壞、排水和改變的負(fù)面影響。由于濕地包含如此多樣和獨(dú)特的水文網(wǎng),而且水文網(wǎng)還延伸到濕地之外,因此迫切需要對(duì)濕地進(jìn)行適當(dāng)?shù)谋Wo(hù)。因?yàn)樗鼈兏菀资艿綒夂蜃兓屯恋乩玫挠绊?以及它們對(duì)其他濕地生態(tài)系統(tǒng)的直...
