【摘要】：社會成本是市場經(jīng)濟發(fā)展的必然產(chǎn)物,它體現(xiàn)了經(jīng)濟活動對社會的損害。這種損害產(chǎn)生于經(jīng)濟領(lǐng)域,卻由社會公眾來承擔,危及社會存在。社會政策就是為了有效地應(yīng)對這種損害,保護社會的正常運行和發(fā)展而產(chǎn)生的。隨著市場經(jīng)濟的發(fā)展,社會成本的表現(xiàn)形式不斷多樣化,損害結(jié)果不斷惡化,這促使社會政策的主體和實踐外延不斷擴展�？傊�,社會成本是社會政策產(chǎn)生的直接根源與發(fā)展的直接動力。
[Abstract]:Social cost is the inevitable product of the development of market economy, which reflects the damage of economic activities to society. This kind of damage originates from the economic field, but it is borne by the public and endangers the existence of the society. Social policy is to deal with this kind of damage effectively and protect the normal operation and development of society. With the development of market economy, the manifestation of social cost is diversified and the damage result is deteriorating, which promotes the extension of the main body and practice of social policy. In a word, social cost is the direct root of social policy and the direct driving force of development.
