【摘要】：政策試點作為我國漸進式改革中總結出的一套方法論,在推動我國經(jīng)濟社會發(fā)展以及政策和制度創(chuàng)新中發(fā)揮著獨有的優(yōu)勢。政策試點-推廣的過程從本質(zhì)上講是我國政策創(chuàng)新與擴散的過程,其遵循典型試驗、合法性認可與組織化擴散的線性邏輯。尤其是合法性認可在這種基于政策試點的政策擴散實踐中起著重要作用。這種獨具中國特色的政策試點-推廣的線性邏輯并不是一次性結束,而可能在現(xiàn)實中往復多次進行。通過對我國政府購買公共服務推廣過程的案例分析,可以清晰地看到我國公共政策創(chuàng)新與擴散的內(nèi)在演變邏輯。這個過程不僅是新政策逐漸具體化、細致化、成熟化的過程,而且是新政策不斷吸取經(jīng)驗并"糾錯"的過程。
[Abstract]:As a set of methodology summed up in the gradual reform of our country, the policy pilot plays a unique advantage in promoting the economic and social development and policy and system innovation of our country. In essence, the process of policy pilot-promotion is the process of policy innovation and diffusion in our country, which follows the linear logic of typical test, legitimacy recognition and organizational diffusion. In particular, legitimacy recognition plays an important role in this policy diffusion practice based on policy pilot. This kind of policy pilot with Chinese characteristics-the linear logic of promotion is not a one-off end, but may be carried out many times in reality. Through the case analysis of the process of promoting the purchase of public services by our government, we can clearly see the inherent evolution logic of the innovation and diffusion of public policy in our country. This process is not only a process of gradual concretization, refinement and maturity of the new policy, but also a process of constantly absorbing experience and "correcting" the new policy.
