【摘要】：政府職能轉(zhuǎn)變蘊含著理論與過程雙重邏輯。一方面,政府治理能力的提升和治理方式的變革直接關(guān)乎著國家治理現(xiàn)代化的全面推進(jìn),而兼顧治理能力和治理方式的政府職能轉(zhuǎn)變,天然地成了國家治理現(xiàn)代化的重要"抓手"和關(guān)鍵突破口。另一方面,改革開放以來,政府職能轉(zhuǎn)變遵循著"國家職能—政府職能—政府職責(zé)—職責(zé)體系"的過程邏輯。這兩種邏輯在改革內(nèi)容和發(fā)展脈絡(luò)上具有內(nèi)在關(guān)聯(lián),并統(tǒng)一于國家治理現(xiàn)代化的歷史場域中。基于此,下一步改革應(yīng)當(dāng)聚焦治理方式變革和治理能力提升,重點把握三項原則:一是要在政府、市場、社會三者的動態(tài)均衡中調(diào)整職能邊界;二是要將政府職能轉(zhuǎn)變和治理工具的應(yīng)用創(chuàng)新有機(jī)統(tǒng)一起來;三是要打破自發(fā)形成的職責(zé)結(jié)構(gòu)模式,推動職責(zé)體系重塑。
[Abstract]:The transformation of government function contains the dual logic of theory and process. On the one hand, the promotion of government governance ability and the change of governance mode are directly related to the overall promotion of the modernization of national governance, and the transformation of government functions, which takes into account the governance ability and governance mode, has naturally become an important "grasp" and key breakthrough of the modernization of national governance. On the other hand, since the reform and opening up, the transformation of government functions has followed the process logic of "state function-government responsibility-responsibility system". These two kinds of logic are internally related to the reform content and development context, and are unified in the historical field of the modernization of national governance. Based on this, the next step of reform should focus on the reform of governance mode and the improvement of governance ability, focusing on three principles: one is to adjust the functional boundary in the dynamic balance of government, market and society; the other is to unify the transformation of government function and the application and innovation of governance tools organically; the third is to break the spontaneous responsibility structure model and promote the reconstruction of responsibility system.
