21世紀(jì)以來(lái)黨和政府的社會(huì)組織建設(shè)理論創(chuàng)新述略

【摘要】：21世紀(jì)以來(lái),黨中央立足中國(guó)發(fā)展的實(shí)際,在社會(huì)組織建設(shè)方面進(jìn)行了一系列理論與實(shí)踐創(chuàng)新:首次提出了"社會(huì)組織"的新概念;創(chuàng)新管理模式,建立現(xiàn)代化社會(huì)組織體制,社會(huì)管理以及社會(huì)組織自治都要在法治的軌道上進(jìn)行;更新黨建內(nèi)容,在社會(huì)組織設(shè)立黨組、發(fā)揮黨的核心作用、增強(qiáng)黨的工作輻射力度、加強(qiáng)黨組織的制度保障;激發(fā)社會(huì)組織活力,鼓勵(lì)支持社會(huì)組織全方位參與社會(huì)治理,實(shí)現(xiàn)政府與社會(huì)組織的良性互動(dòng)�？傊�,對(duì)社會(huì)組織管理實(shí)現(xiàn)由"管理"到"治理"的理念轉(zhuǎn)變,加強(qiáng)黨委領(lǐng)導(dǎo)、明確社會(huì)組織目標(biāo),依法參與社會(huì)治理,為實(shí)現(xiàn)國(guó)家治理體系和治理能力現(xiàn)代化提供強(qiáng)大動(dòng)力支持。
[Abstract]:Since the 21st century, the Party Central Committee has made a series of theoretical and practical innovations in the construction of the social organization based on the reality of the development of China: the new concept of the "social organization" has been put forward for the first time; the innovative management mode is the establishment of the modern social organization system. The social management and the self-government of the social organization should be carried out on the track of the rule of law; the content of the Party construction shall be updated, the Party group shall be set up in the social organization, the central role of the Party shall be played, the work radiation of the Party shall be strengthened, the system guarantee of the Party organization shall be strengthened, and the vitality of the social organization shall be stimulated, It is encouraged to support the full participation of social organizations in social governance and to realize the benign interaction between the government and the social organization. In short, it is necessary to change the concept of social organization management from "management" to "governance", to strengthen the leadership of the Party committee, to define the objectives of the social organization, to participate in the social governance according to law, and to provide powerful support for the modernization of the national governance system and the governance ability.
