【摘要】：大數(shù)據(jù)時代的來臨,為政府社會溝通能力、科學(xué)決策能力、公共服務(wù)能力、危機預(yù)防能力、組織協(xié)調(diào)能力以及社會動員能力的提升帶來了巨大的機遇。但是,政府面臨缺乏大數(shù)據(jù)治理的思維理念、缺乏大數(shù)據(jù)的整體性管理機制、缺乏大數(shù)據(jù)開放共享的制度保障、缺乏大數(shù)據(jù)技術(shù)和人才的必要支撐、缺乏大數(shù)據(jù)信息安全的法律體系等挑戰(zhàn)。為此,政府應(yīng)直面大數(shù)據(jù)技術(shù)的挑戰(zhàn),從意識層面、管理層面、技術(shù)層面、法律層面和倫理層面,科學(xué)合理地運用大數(shù)據(jù)技術(shù),促進政府治理能力的現(xiàn)代化建設(shè),推動政府從"權(quán)威型治理"向"大數(shù)據(jù)治理"的轉(zhuǎn)變。
[Abstract]:The advent of big data's era has brought great opportunities for the promotion of government social communication ability, scientific decision-making ability, public service ability, crisis prevention ability, organization and coordination ability and social mobilization ability. However, the government is faced with challenges such as the lack of big data's thinking concept, the lack of big data's overall management mechanism, the lack of big data's open and shared system guarantee, the lack of the necessary support of big data technology and talents, and the lack of the legal system of information security. Therefore, the government should face up to the challenge of big data's technology, make scientific and rational use of big data technology from the level of consciousness, management, technology, law and ethics, promote the modernization of government governance ability, and promote the transformation of the government from "authoritative governance" to "big data governance".
