公益創(chuàng)投政策擴散的制度邏輯與行動策略——基于我國地方政府政策文本的分析

【摘要】:作為我國地方政府培育和發(fā)展社會組織的一項開創(chuàng)性改革舉措,公益創(chuàng)投正在全國范圍內(nèi)"遍地開花"。本文在政策擴散理論的基礎上,對國內(nèi)74個地方政府出臺的公益創(chuàng)投政策文本展開分析,探討公益創(chuàng)投政策擴散的制度邏輯和行動策略。研究發(fā)現(xiàn),地方政府公益創(chuàng)投政策擴散效應顯著,整體來看處于S型曲線的第一階段;在空間上政策擴散的鄰近效應明顯,先行地區(qū)政府對周邊政府起到示范作用,周邊地區(qū)受先行地區(qū)的影響進行政策制定,從內(nèi)容上看兼具跟風模仿和學習借鑒雙重特征。在政策擴散的路徑上,區(qū)別于多數(shù)政策按照行政級別由高向低、自上而下的等級擴散路徑,市級政府層面政策擴散的意愿更強,呈現(xiàn)出"中間崛起"的態(tài)勢。在政策擴散的動機上,地方政府政策擴散不可避免地受到外部性的影響,強制和競爭之間的相互調(diào)節(jié)構(gòu)成公益創(chuàng)投政策擴散的充分條件,政府資源與能力在越低層次的行政層面的作用越明顯。相比之下,社會化所塑造的共同價值理念提供了更多的激勵。
[Abstract]:As a groundbreaking reform measure for the cultivation and development of social organizations by local governments in China, public venture capital is blooming all over the country. On the basis of policy diffusion theory, this paper analyzes the public interest venture capital policy texts issued by 74 local governments in China, and probes into the institutional logic and action strategy of public interest venture capital policy diffusion. It is found that the diffusion effect of local government public venture capital policy is significant, which is in the first stage of S-shaped curve as a whole; in space, the proximity effect of policy diffusion is obvious, the leading area government plays a demonstration role to the surrounding government, and the surrounding area is influenced by the leading area. In the path of policy diffusion, different from the top-down hierarchical diffusion path of most policies according to the administrative level from high to low, the willingness of policy diffusion at the municipal level is stronger, showing the trend of "middle rise". In terms of the motivation of policy diffusion, the diffusion of local government policy is inevitably affected by externalities. The mutual adjustment between force and competition constitutes a sufficient condition for the diffusion of public venture capital policy. The lower the administrative level, the more obvious the role of government resources and capabilities. In contrast, the common values shaped by socialization provide more incentives.
