【摘要】：城鎮(zhèn)過(guò)渡型社區(qū)的公共安全治理問(wèn)題,不僅是風(fēng)險(xiǎn)規(guī)避的結(jié)構(gòu)性制度設(shè)計(jì)問(wèn)題,也是基層社會(huì)治理的系統(tǒng)性新問(wèn)題。因此,對(duì)嵌入多重復(fù)合型社會(huì)風(fēng)險(xiǎn)結(jié)構(gòu)和深度流變要素重構(gòu)場(chǎng)域中的過(guò)渡型社區(qū),公共安全治理問(wèn)題的研究,應(yīng)給予整個(gè)社會(huì)系統(tǒng)影響下的社區(qū)治理結(jié)構(gòu),治理軌跡的政策動(dòng)因和社會(huì)機(jī)制、治理的目標(biāo)與價(jià)值導(dǎo)向以整體關(guān)照。本文借助"結(jié)構(gòu)—場(chǎng)域"的分析路徑,從全域社會(huì)系統(tǒng)的分析視角,以社會(huì)生態(tài)理論的社會(huì)系統(tǒng)與生態(tài)系統(tǒng)的耦合關(guān)系為前提,面向城鎮(zhèn)過(guò)渡型社區(qū)公共安全治理"結(jié)構(gòu)良性"與"系統(tǒng)永續(xù)"雙重目標(biāo),嘗試性提出了城鎮(zhèn)化進(jìn)程中安全社區(qū)治理場(chǎng)域建構(gòu)的解釋框架。這種研究思路能夠在整體把握城鎮(zhèn)化社區(qū)發(fā)展演化的基本規(guī)律的同時(shí),深入探析安全社區(qū)本體"規(guī)范結(jié)構(gòu)"和"行為結(jié)構(gòu)"形成的邏輯和模式,以達(dá)到完善過(guò)渡型社區(qū)安全治理理論建構(gòu)和深入實(shí)踐探索之雙重目的。
[Abstract]:The problem of public safety governance in urban transitional communities is not only a structural system design problem of risk aversion, but also a systematic new problem of grass-roots social governance. Therefore, the research on the governance of transitional community and public safety in the field of embedded multiple compound social risk structure and deep evolution factors should be given to the community governance structure under the influence of the whole social system. The policy motivation and social mechanism of governance trajectory, the goal and value orientation of governance are cared for as a whole. With the help of the analysis path of "structure-field", from the perspective of the global social system, this paper takes the coupling relationship between the social system and the ecosystem of the social ecological theory as the premise. Facing the dual goals of "benign structure" and "system sustainability" in urban transitional community public safety governance, this paper attempts to put forward the explanatory framework of safe community governance field construction in the process of urbanization. This research idea can grasp the basic law of the development and evolution of the urbanized community as a whole, and at the same time, it can deeply explore the logic and mode of the formation of the "normative structure" and "behavior structure" of the Noumenon of the safe community. In order to achieve the dual purpose of perfecting the theoretical construction of transitional community security governance and in-depth practical exploration.
