【摘要】：我國現(xiàn)處于社會轉(zhuǎn)型時期,政策沖突一個普遍突出的問題。政策沖突是指公共政策系統(tǒng)內(nèi)部各級政策主體所制定的各種政策之間以及政策的各種要素之間的對立、抵觸、矛盾的現(xiàn)象。政策沖突的存在不僅使政策功能失效,而且還可能產(chǎn)生新的社會問題。我國的政策沖突研究大多注重于政策體制之內(nèi),較少關(guān)注體制外的參與者對政策及政策沖突的影響。因此,政策網(wǎng)絡(luò)理論為我們研究政策沖突提供了一個全新的視角。政策網(wǎng)絡(luò)理論認為,政策過程發(fā)生于相互依賴的政策網(wǎng)絡(luò)之中,政策議題的提出、制定、執(zhí)行及政策的變化受到政策網(wǎng)絡(luò)的制約和影響。政策網(wǎng)絡(luò)主要有兩種功能,一是作為解釋框架對政策過程進行解釋和預(yù)測;二是作為建設(shè)性框架成為政策問題的一種解決機制。景區(qū)作為旅游產(chǎn)業(yè)發(fā)展的核心支撐點,景區(qū)收費問題是景區(qū)發(fā)展的重要問題。景區(qū)收費的政策沖突是眾多的政策參與者在政策過程之中相互作用而產(chǎn)生的結(jié)果。本文對景區(qū)收費政策沖突的典型個案——鳳凰古城收費事件進行深入剖析的基礎(chǔ)上,以政策網(wǎng)絡(luò)為視角,將政策網(wǎng)絡(luò)作為解釋性框分析景區(qū)收費的政策沖突的原因,發(fā)現(xiàn)政策網(wǎng)絡(luò)主體之間利益、價值觀念差異引發(fā)政策沖突,封閉的政策網(wǎng)絡(luò)結(jié)構(gòu)造成政策沖突累積,政策網(wǎng)絡(luò)主體之間資源分配不均,網(wǎng)絡(luò)資源弱勢主體政策難以實現(xiàn)埋下政策沖突隱患。將政策網(wǎng)絡(luò)作為建設(shè)性框架探索景區(qū)收費政策沖突的治理對策,提出了整合網(wǎng)絡(luò)主體價值,利益觀念、構(gòu)建網(wǎng)絡(luò)主體之間的溝通渠道、加強網(wǎng)絡(luò)成員間資源互動關(guān)系的治理措施。
[Abstract]:Our country is in the period of social transformation, and the policy conflict is a common and prominent problem. Policy conflict refers to the antagonism, contradiction and contradiction among the various policies formulated by the policy subjects at all levels within the public policy system, as well as among the various elements of the policy. The existence of policy conflict not only makes the policy function invalid, but also may cause new social problems. Most of the research on policy conflict in our country focuses on the policy system, and pays less attention to the influence of participants outside the system on policy and policy conflict. Therefore, the theory of policy network provides a new perspective for us to study policy conflict. According to the theory of policy network, the policy process takes place in the interdependent policy network, and the formulation, implementation and policy changes of policy issues are restricted and influenced by the policy network. There are two main functions of policy network, one is to explain and predict the policy process as an interpretation framework, and the other is to become a mechanism to solve policy problems as a constructive framework. As the core support point of tourism industry development, scenic spot charge is an important issue in the development of scenic spot. The policy conflict of scenic spot charging is the result of the interaction of many policy participants in the policy process. Based on the in-depth analysis of Phoenix Ancient City charging event, which is a typical case of scenic spot charging policy conflict, this paper takes the policy network as an explanatory frame to analyze the causes of the policy conflict of scenic spot charging. It is found that the differences in interests and values between the subjects of the policy network lead to policy conflicts, the closed policy network structure results in the accumulation of policy conflicts, and the uneven distribution of resources among the subjects of the policy network. The policy of weak subject of network resources is difficult to bury the hidden danger of policy conflict. Taking the policy network as a constructive framework to explore the countermeasures to deal with the policy conflict of fees and charges in scenic spots, this paper puts forward the integration of the value of the network subject, the concept of interests, and the construction of communication channels between the network subjects. To strengthen the governance measures of resource interaction among network members.
