【摘要】：工業(yè)社會(huì)是一個(gè)競(jìng)爭(zhēng)的社會(huì),競(jìng)爭(zhēng)的社會(huì)需要協(xié)作體系來(lái)維護(hù),協(xié)作生成于競(jìng)爭(zhēng)之中又對(duì)競(jìng)爭(zhēng)加以管理和約束。政策就是協(xié)作體系的一部分,或者說(shuō)是協(xié)作的一種路徑。政策通過(guò)抽象的規(guī)范系統(tǒng)將不確定的個(gè)體行為納入到規(guī)范和控制之中,從而為競(jìng)爭(zhēng)的開(kāi)展提供平臺(tái)。在政策的運(yùn)作下,一個(gè)他治的社會(huì)生成了,政策成為一種外在于人的管理工具。在后工業(yè)化進(jìn)程中,合作關(guān)系逐漸占據(jù)主導(dǎo)地位,競(jìng)爭(zhēng)的社會(huì)逐步由合作的社會(huì)所取代,政策也將從一個(gè)外在于人的管理工具轉(zhuǎn)為內(nèi)生于人的合作行動(dòng)系統(tǒng)的構(gòu)成要素。張康之教授的《合作的社會(huì)及其治理》一書(shū)為合作社會(huì)及其中的公共政策做出了全新且全面的規(guī)劃,這是對(duì)合作社會(huì)中的社會(huì)治理工具作出的創(chuàng)新性的構(gòu)想。
[Abstract]:The industrial society is a competitive society, the competitive society needs the cooperative system to maintain, the cooperation produces in the competition and manages and restricts the competition. Policy is part of the collaborative system, or a path to collaboration. The policy brings uncertain individual behavior into the specification and control through the abstract normative system, so as to provide a platform for the development of competition. Under the operation of policy, a society governed by others has been generated, and policy has become a management tool that lies outside human beings. In the process of post-industrialization, the cooperative relationship gradually occupies the dominant position, the competitive society is gradually replaced by the cooperative society, and the policy will change from a management tool outside the human being to the constituent element of the internal cooperative action system. Professor Zhang Kangzhi's "Cooperative Society and its Governance" makes a new and comprehensive plan for the cooperative society and its public policy, which is an innovative idea of the social governance tools in the cooperative society.
