可行性及其路徑:芻議大數(shù)據(jù)方法在公共政策評(píng)估中的運(yùn)用

【摘要】:盡管大數(shù)據(jù)的理論和應(yīng)用已有著相關(guān)學(xué)科的各類研究,但既有的研究缺乏對(duì)不同政策適用大數(shù)據(jù)方法進(jìn)行評(píng)估的考察。文章的目的就是檢視不同政策適用大數(shù)據(jù)方法進(jìn)行評(píng)估的情況。文章基于對(duì)大數(shù)據(jù)相關(guān)文獻(xiàn)的介紹和梳理,分別從理論邏輯、現(xiàn)實(shí)應(yīng)用、實(shí)證經(jīng)驗(yàn)三個(gè)維度對(duì)使用大數(shù)據(jù)方法進(jìn)行政策評(píng)估的可行性進(jìn)行分析,最后構(gòu)建"數(shù)據(jù)收集—數(shù)據(jù)分析"矩陣來描述何種政策可使用大數(shù)據(jù)方法進(jìn)行評(píng)估。
[Abstract]:Although big data's theory and application have been studied in related disciplines, the existing research lacks the investigation to evaluate the application of big data method to different policies. The purpose of this paper is to examine the application of big data method to different policies. Based on the introduction and combing of big data's relevant literature, this paper analyzes the feasibility of using big data method for policy evaluation from three dimensions: theoretical logic, practical application and empirical experience. Finally, the "data collection-data analysis" matrix is constructed to describe which policies can be evaluated by big data method.
