我國行政審批制度改革的基本路徑與系統(tǒng)反思

【摘要】:圍繞減少審批事項(xiàng)、轉(zhuǎn)變審批模式、重塑審批流程、改革中介服務(wù)和強(qiáng)化審批問責(zé)等基本路徑,我國行政審批制度改革不斷深化且成就豐碩。未來,我們需要進(jìn)一步增強(qiáng)改革的主動性與整體性,完善改革的動力機(jī)制,著力解決改革中存在的審批事項(xiàng)改革的數(shù)字游戲、集中審批模式整合深度的升級、中介服務(wù)的異化及監(jiān)督問責(zé)的參與不足等問題,并通過監(jiān)管能力的跟進(jìn)和機(jī)構(gòu)改革的協(xié)同來不斷沖破對改革的約束。
[Abstract]:The reform of the administrative examination and approval system in China has been deepened and achieved a lot around the basic ways of reducing the items of examination and approval, changing the examination and approval mode, reshaping the examination and approval process, reforming the intermediary service and strengthening the accountability of examination and approval. In the future, we need to further strengthen the initiative and integrity of the reform, perfect the dynamic mechanism of the reform, focus on solving the digital game of the reform of the examination and approval items existing in the reform, and upgrade the depth of integration of the centralized examination and approval mode. The dissimilation of intermediary services and inadequate participation in supervision and accountability, and through the follow-up of regulatory capacity and the coordination of institutional reform to constantly break through the constraints on the reform.
