【摘要】：本文超越傳統(tǒng)鄰避運(yùn)動(dòng)研究關(guān)注動(dòng)因、演化、預(yù)警等的"前傳式"框架,從"后傳"視角切入,基于對(duì)七起典型案例的縱覽與橫剖,追問(wèn)運(yùn)動(dòng)產(chǎn)生的能量,尤其是對(duì)環(huán)境公民社會(huì)的影響。研究顯示,鄰避運(yùn)動(dòng)可促進(jìn)環(huán)境公民社會(huì)建構(gòu),具體路徑體現(xiàn)為包括"運(yùn)動(dòng)空間分疏"、"環(huán)境公民生產(chǎn)"、"環(huán)境NGO組建"、"環(huán)境公民社會(huì)運(yùn)轉(zhuǎn)與回退"在內(nèi)的"四步閉環(huán)模型",但由于各起運(yùn)動(dòng)的屬性、政治資源、社會(huì)資源、文化資源等不同,其促進(jìn)程度亦呈現(xiàn)"階梯狀"差異。這一發(fā)現(xiàn)對(duì)于轉(zhuǎn)變政府現(xiàn)階段對(duì)鄰避現(xiàn)象的負(fù)面認(rèn)知和"剛性維穩(wěn)"策略具有啟發(fā)性作用,針對(duì)鄰避運(yùn)動(dòng)治理的對(duì)策建議則有助于促進(jìn)我國(guó)未來(lái)的鄰避風(fēng)險(xiǎn)防范與環(huán)境公民社會(huì)建設(shè)。
[Abstract]:This paper transcends the "front-pass" framework of the traditional study of neighborhood movement, such as motivation, evolution, early warning, etc., from the perspective of "post-propagation", based on the overview and cross-section of seven typical cases, and asks about the energy generated by the movement. In particular, the impact on the civil society of the environment. The research shows that the neighborhood movement can promote the construction of the environmental civil society, and the concrete paths include the separation of sports space, the production of environmental citizens, and the formation of environmental NGO. The "four-step closed-loop model" includes "the operation and retreat of environmental civil society". However, due to the different attributes of each movement, political resources, social resources, cultural resources, etc., the degree of promotion of environmental civil society also shows "ladder-shaped" differences. This finding has an enlightening effect on the transformation of the government's negative perception of the neighborhood phenomenon and the strategy of "rigid dimensional stability" at the present stage. The countermeasures and suggestions for the management of the neighborhood movement are helpful to promote the prevention of the neighborhood risk and the construction of the environmental civil society in our country in the future.
