【摘要】：事業(yè)單位是我國各類社會組織中的一類重要組織,是國家行政管理體制的重要組成部分,它的產(chǎn)生和我國計劃經(jīng)濟(jì)體制密不可分。隨著社會主義市場經(jīng)濟(jì)在我國的建立和發(fā)展,事業(yè)單位設(shè)立的目的、承擔(dān)的職責(zé)及任務(wù)都在發(fā)生著巨大變化,事業(yè)單位從作為行政機關(guān)的附屬機構(gòu)、主要工作承擔(dān)為行政機關(guān)提供支持和輔助的作用向為經(jīng)濟(jì)社會發(fā)展和人民群眾提供豐富的公共產(chǎn)品和公共服務(wù)轉(zhuǎn)變。機構(gòu)編制是國家配置執(zhí)政資源的重要基礎(chǔ),事業(yè)單位機構(gòu)編制是其中的重要部分。為了提高黨和政府的執(zhí)政能力,促進(jìn)經(jīng)濟(jì)社會的大力發(fā)展,能夠滿足人民群眾不斷增長的物質(zhì)文化需要,做好事業(yè)單位機構(gòu)編制管理工作就具有更重要意義。目前,我國已經(jīng)進(jìn)入社會重要轉(zhuǎn)型期,經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變不斷加速,人民群眾收入穩(wěn)步增長,社會更加和諧穩(wěn)定,全社會對教育、衛(wèi)生、文化、民生等方面的客觀需求更加高漲,都要求事業(yè)單位不斷發(fā)揮自身活力,更多更好地提供公益服務(wù)。事業(yè)單位機構(gòu)編制管理也要順應(yīng)新情況和新要求,更新管理思維,創(chuàng)新管理方式,為事業(yè)單位發(fā)展提供體制機制保障。本文是以長春市事業(yè)單位機構(gòu)編制管理工作為例,并吸收和借鑒國外公益事業(yè)機構(gòu)編制管理的優(yōu)秀作法,通過對事業(yè)單位機構(gòu)編制管理內(nèi)涵、特征的研究論述和對長春市事業(yè)單位機構(gòu)編制管理工作歷史、存在的問題和工作創(chuàng)新探索實踐以及實踐成效的深入分析,闡明了事業(yè)單位機構(gòu)編制管理創(chuàng)新的現(xiàn)實意義和可實現(xiàn)途徑,使事業(yè)單位機構(gòu)編制管理不斷適應(yīng)經(jīng)濟(jì)社會發(fā)展和政府職能轉(zhuǎn)變的新常態(tài)需要,改變原有的管理理念和管理方法,促使事業(yè)單位不斷轉(zhuǎn)變職能,不斷加強隊伍建設(shè),強化公益服務(wù)屬性,使其成為建設(shè)服務(wù)型政府的重要組織支撐,以實現(xiàn)政府公共服務(wù)的核心職能。
[Abstract]:Institution is a kind of important organization among all kinds of social organizations in our country. It is an important part of the national administrative management system, and its emergence is closely related to the planned economy system in our country. With the establishment and development of socialist market economy in China, great changes have taken place in the purpose, responsibilities and tasks of the establishment of public institutions, and institutions have been acting as subsidiary organs of the administrative organs. The main work takes on the role of supporting and supporting the administration to provide abundant public goods and public services for the economic and social development and the people. The establishment of institutions is an important foundation for the allocation of administrative resources, and the establishment of institutions is an important part of them. In order to improve the ruling ability of the Party and the government, to promote the vigorous development of the economy and society, to meet the increasing material and cultural needs of the people, it is of even greater significance to do a good job in the establishment and management of institutions. At present, our country has entered an important social transformation period, the transformation of the mode of economic development has been accelerating, the income of the people has steadily increased, the society has become more harmonious and stable, and the whole society has become more responsive to education, health and culture. People's livelihood and other aspects of objective demand is higher, require institutions to constantly play their own vitality, more and better to provide public services. The establishment and management of institutions should also conform to the new situation and new requirements, renew the management thinking, innovate the management methods, and provide institutional and institutional guarantees for the development of institutions. This paper takes the establishment and management of institutions in Changchun City as an example, and absorbs and draws lessons from the excellent practices of the establishment and management of public welfare institutions abroad, and through the establishment and management of institutions in Changchun City, The research and discussion of the characteristics and the in-depth analysis of the history of the establishment and management of institutions in Changchun City, the existing problems, the exploration and practice of work innovation and the effect of practice, This paper expounds the practical significance and realizable ways of institutional establishment and management innovation in institutions, and makes the establishment and management of institutions constantly adapt to the new normal needs of economic and social development and the transformation of government functions, and changes the original management concepts and methods. In order to realize the core function of government public service, institutions should constantly change their functions, strengthen the construction of troops, strengthen the attributes of public welfare service, and make it become the important organizational support of constructing service-oriented government in order to realize the core function of government public service.
