【摘要】：改革開放三十多年來,我國(guó)在經(jīng)濟(jì)建設(shè)上取得了舉世矚目的成就,但隨著經(jīng)濟(jì)的快速增長(zhǎng),國(guó)內(nèi)日益出現(xiàn)了種種問題,如生態(tài)環(huán)境惡化、國(guó)民幸福感不高、腐敗現(xiàn)象嚴(yán)重、唯GDP論。這些都不得不讓人反思我國(guó)的發(fā)展方式和評(píng)價(jià)方式。科學(xué)發(fā)展觀和“五位一體”的總布局要求我國(guó)必須走全面發(fā)展的發(fā)展路線。本文在這樣的背景下,結(jié)合公共價(jià)值理論,從政治價(jià)值、經(jīng)濟(jì)價(jià)值、文化價(jià)值、社會(huì)價(jià)值、生態(tài)價(jià)值五方面著手,共選取15個(gè)評(píng)價(jià)指標(biāo),構(gòu)建全面發(fā)展評(píng)價(jià)體系,并采取客觀賦權(quán)法中的變異系數(shù)法對(duì)每個(gè)指標(biāo)賦權(quán)。然后根據(jù)2014年《中國(guó)統(tǒng)計(jì)年鑒》的數(shù)據(jù),對(duì)我國(guó)31個(gè)省的全面發(fā)展指數(shù)進(jìn)行測(cè)算。通過聚類分析法,將我國(guó)31個(gè)省分為四類:高全面發(fā)展指數(shù)類、較高全面發(fā)展指數(shù)類、中全面發(fā)展指數(shù)類、低全面發(fā)展指數(shù)類。為了分析經(jīng)濟(jì)價(jià)值指數(shù)對(duì)政治價(jià)值指數(shù)、文化價(jià)值指數(shù)、社會(huì)價(jià)值指數(shù)、生態(tài)價(jià)值指數(shù)的關(guān)系,做經(jīng)濟(jì)價(jià)值指數(shù)對(duì)其他四項(xiàng)價(jià)值指數(shù)的回歸分析。研究發(fā)現(xiàn),經(jīng)濟(jì)價(jià)值對(duì)生態(tài)價(jià)值和社會(huì)價(jià)值有一定的抵消作用。通過對(duì)31省全面發(fā)展指數(shù)的分析,本文針對(duì)性地提出五條政策性建議:第一,各省必須轉(zhuǎn)變發(fā)展觀念;第二,各省要重視公共價(jià)值賬戶,注重除經(jīng)濟(jì)價(jià)值外的其他公共價(jià)值的增長(zhǎng);第三,各省要正確定位,因地制宜地制定本省的發(fā)展戰(zhàn)略;第四,縮小地區(qū)之間發(fā)展差距;第五,建立科學(xué)的績(jī)效考核體系。
[Abstract]:Over the past 30 years or so since the reform and opening up, China has made remarkable achievements in economic construction. However, with the rapid growth of the economy, various problems have emerged increasingly in China, such as the deterioration of the ecological environment, the low national well-being, and the serious phenomenon of corruption. Only GDP theory. All these have to make people reflect on the way of development and evaluation of our country. The overall layout of the scientific development concept and the "five-in-one" requires our country to take the development route of all-round development. In this context, combined with the theory of public value, this paper sets out from five aspects: political value, economic value, cultural value, social value and ecological value, and selects 15 evaluation indexes to construct an all-round development evaluation system. The method of coefficient of variation in objective weighting method is adopted to give weight to each index. Then, according to the data of China Statistical Yearbook in 2014, the comprehensive development index of 31 provinces in China is calculated. Through cluster analysis, 31 provinces in China are divided into four categories: high comprehensive development index, high all-round development index, middle all-round development index and low all-round development index. In order to analyze the relationship between economic value index and political value index, cultural value index, social value index and ecological value index, the regression analysis of economic value index to other four value indexes is made. It is found that economic value can counteract ecological value and social value to a certain extent. Based on the analysis of all-round development index of 31 provinces, this paper puts forward five policy suggestions: first, each province must change the concept of development; Second, each province should attach importance to the public value account and pay attention to the growth of other public values other than economic value; thirdly, each province should correctly position and formulate the development strategy of the province according to local conditions; fourth, reduce the development gap between regions; Fifth, establish a scientific performance appraisal system.
