【摘要】：網(wǎng)絡(luò)社會是信息社會的高級發(fā)展階段,多元社會主體借助信息網(wǎng)絡(luò)技術(shù)聯(lián)結(jié)成一個復(fù)雜巨系統(tǒng)。網(wǎng)絡(luò)社會治理是互聯(lián)網(wǎng)時代國家治理的有機組成部分。已有的網(wǎng)絡(luò)社會治理理論主要討論治理主體多元、主體間平等賦權(quán)、靈活溝通與協(xié)同等內(nèi)容,但是各國實踐表明,多主體平等參與的社會治理并不真正存在,過度強調(diào)治理主體間的平等會導(dǎo)致公共決策效率低下、政策實施能力不強等問題。本文認為,提高社會問題解決的質(zhì)量與效率是網(wǎng)絡(luò)社會治理的目標,網(wǎng)絡(luò)社會治理應(yīng)當以政府所代表的國家為中心,同時應(yīng)當發(fā)展新的工具與策略提升政府與非政府部門之間在政策規(guī)劃與實施過程中的協(xié)同與合作,從而有效發(fā)揮非政府主體參與社會治理的作用。為此,本文討論了網(wǎng)絡(luò)社會治理的目標、對象與主體結(jié)構(gòu),并提出了由政府主導(dǎo)的多主體協(xié)同合作的網(wǎng)絡(luò)社會治理結(jié)構(gòu)模型。
[Abstract]:The network society is the advanced development stage of the information society. The multi-social subjects are connected into a complex giant system by means of the information network technology. Network social governance is an organic part of national governance in the Internet era. The existing theories of network social governance mainly discuss the diversity of governance subjects, equal empowerment among subjects, flexible communication and coordination, but the practice of various countries shows that the social governance of multi-subject participation on an equal footing does not really exist. Too much emphasis on equality among governance subjects will lead to low efficiency of public decision-making, weak policy implementation capacity and so on. This paper argues that improving the quality and efficiency of solving social problems is the goal of network society governance, and the network society governance should be centered on the country represented by the government. At the same time, new tools and strategies should be developed to enhance the coordination and cooperation between government and non-governmental departments in the process of policy planning and implementation, so as to play an effective role in the participation of non-governmental subjects in social governance. Therefore, this paper discusses the goal, object and subject structure of network society governance, and puts forward a government-led multi-agent cooperative model of network society governance structure.
