【摘要】：跨部門(mén)問(wèn)題的頻繁出現(xiàn)考驗(yàn)著國(guó)家治理能力,上級(jí)政府為推動(dòng)跨部門(mén)政策目標(biāo)的實(shí)現(xiàn)而超越現(xiàn)有政策邊界、整合不同部門(mén)之間政策的必要性也就日益凸顯。政策協(xié)同具有主體多元性、政府主導(dǎo)性、過(guò)程漸進(jìn)性、效果有限性等特征。政策協(xié)同目標(biāo)的實(shí)現(xiàn)則依賴于協(xié)同理念的達(dá)成、元政策層的推動(dòng)、合適的協(xié)同方案和恰當(dāng)?shù)臋C(jī)會(huì)窗口。政策協(xié)同的要義在于恰到好處,允許不同部門(mén)合理表達(dá)各自觀點(diǎn)主張,通過(guò)建立相關(guān)機(jī)制,將部門(mén)間的態(tài)度、利益和偏好有機(jī)結(jié)合,尋找系統(tǒng)優(yōu)化的最佳結(jié)合點(diǎn)。
[Abstract]:The frequent emergence of cross-cutting issues test the national governance capacity and the need for higher-level governments to move beyond existing policy boundaries to promote cross-sectoral policy objectives, and the need for policies between different sectors is becoming increasingly prominent. The policy cooperation has the characteristics of subject pluralism, the leading nature of the government, the progressive nature of the process, the finiteness of the effect and so on. The realization of the policy cooperative goal depends on the achievement of the cooperative concept, the promotion of the meta-policy layer, the appropriate coordination scheme and the appropriate opportunity window. The key meaning of policy cooperation lies in the right of the right, allowing different departments to make reasonable expression of their own opinions, and organically combining the attitudes, interests and preferences between the departments through the establishment of relevant mechanisms, and finding the best combination point of the system optimization.
