社會(huì)公眾監(jiān)督視角下公益組織績效評(píng)價(jià)體系研究
[Abstract]:In recent years, with the continuous development of our society and the continuous improvement of the social status, the public welfare organizations in our country continue to improve in the process of social development, which has made obvious achievements in promoting social progress. However, with the occurrence of a series of scandals, such as the fraud of a star donor and the Guo Meimei incident in recent years, it is a great challenge to the credibility of the public welfare organizations. Public welfare organizations have also revealed a number of problems, the credibility of the strong impact. Therefore, how to effectively improve the credibility of public welfare organizations, this problem is urgently needed to be resolved. The aim of this paper is to establish a scientific and feasible index system for evaluating the performance of public welfare organizations from the angle of supervision of the public, which is helpful to help the public welfare organizations to find out the deficiencies and to rebuild and remedy the credibility of the public welfare organizations. It is conducive to the effective evaluation of public welfare organizations and to the road of healthy and rapid development of public welfare organizations. This paper starts with the basic concept of the public welfare organization and its performance evaluation, and introduces the present situation of the development and performance evaluation of the public welfare organization in China, as well as the concrete manifestation of the problems existing in the performance evaluation of the public welfare organization in our country. At the same time, on the basis of the present situation, this paper analyzes the main reasons of the problems existing in the performance evaluation of public welfare organizations, and then establishes a set of scientific, reasonable and perfect index system of performance evaluation. On the basis of the existing dimensions, two more targeted dimensions of good faith and open transparency are added, and the fuzzy comprehensive analysis method is used to analyze and evaluate them. According to the index evaluation system that has been constructed, combined with the case of the Red Cross of China, this paper investigates and collects the relevant data, and collects and collates the data for in-depth analysis, starting from the dimensions of each index. Assess and evaluate the performance of the Red Cross Society of China, and finally compare and analyze the score of each index dimension. At the same time, drawing lessons from the successful experience of the foundation construction in some other countries, the paper draws a conclusion that the two indicators of Red Cross honesty and openness are relatively weak in performance, and at the same time put forward corresponding suggestions and strategies for the weaker indicators. In order to better and more effective improvement of their own shortcomings, to restore and enhance the credibility of the Red Cross Society of China.
