G市國規(guī)委行政流程再造研究

【摘要】:我國正在大力推進(jìn)行政管理體制改革,目標(biāo)是精簡機(jī)構(gòu),減少重復(fù)職能,提高行政效率。以往,政府在推行行政機(jī)構(gòu)改革時,一般運(yùn)用治標(biāo)不治本的增加機(jī)構(gòu)設(shè)置和人員配置、重復(fù)開發(fā)信息系統(tǒng)等手段來解決,沒有運(yùn)用科學(xué)的管理學(xué)理論進(jìn)行指導(dǎo),導(dǎo)致機(jī)構(gòu)改革效果不理想,行政效率沒有得到切實提高。本文以G市在機(jī)構(gòu)改革中對國土資源和規(guī)劃部門進(jìn)行合并為例子,研究如何通過對合并后的國土資源和規(guī)劃委進(jìn)行流程再造,科學(xué)、有效的提高行政效率。本文的內(nèi)容主要運(yùn)用了1990年由美國哈佛大學(xué)博士邁克哈默提出的流程再造理論,運(yùn)用5W2H提問法、ECRS分析法等研究方法。首先對G市國土資源和規(guī)劃部門流程現(xiàn)狀進(jìn)行描述,隨后對流程存在問題進(jìn)行分析,結(jié)合查找出的問題,通過戰(zhàn)略分析——價值鏈分析——流程再造的方法進(jìn)行流程體系規(guī)劃。合并前G市的國土資源和規(guī)劃部門共有23個內(nèi)設(shè)處室、51項業(yè)務(wù)流程、涉及230個流程環(huán)節(jié),本文通過運(yùn)用以上方法理論,提出了流程再造的模型,模型共有13個部門、44項流程,涉及197個流程環(huán)節(jié);比再造前精簡了10個部門,減少了33個流程環(huán)節(jié)、7項流程。通過該案例研究,本文提供了在行政管理實踐中運(yùn)用管理學(xué)理論的可行途徑和思路、技巧,展示了將管理學(xué)理論運(yùn)用在行政管理中的必要性。
[Abstract]:China is vigorously promoting the reform of the administrative management system, the goal is to streamline institutions, reduce duplication of functions, and improve administrative efficiency. In the past, when the government carried out the reform of the administrative structure, it generally used the means of increasing the establishment of institutions and staffing and repeatedly developing information systems to solve the problem, but did not apply scientific management theory to guide it. As a result, the effect of institutional reform is not satisfactory, and the administrative efficiency has not been effectively improved. Taking the merger of land resources and planning departments in G city as an example, this paper studies how to improve the administrative efficiency by reengineering the process of land resources and planning committee after the merger. The content of this article is mainly used in 1990 by Harvard University Ph.D. Mike? Hammer put forward the theory of process reengineering, using the 5W2H question method, ECRS analysis and other research methods. This paper first describes the current situation of the process of the land resources and planning departments in G city, and then analyzes the problems existing in the process. Combined with the problems found out, the process system planning is carried out through the method of strategic analysis-value chain analysis-process reengineering. Before the merger, there were 23 internal offices and 51 business processes in the land resources and planning department of G city, involving 230 process links. This paper puts forward a process reengineering model based on the above-mentioned method theory, and the model consists of 13 departments. 44 processes involving 197 processes; Compared with the pre-re-engineering 10 departments, reduced 33 process links, 7 processes. Through this case study, this paper provides feasible ways and ideas and skills of applying management theory in the practice of administration management, and shows the necessity of applying management theory in administration management.
