【摘要】：公益創(chuàng)投是政府向社會(huì)組織購買公共服務(wù)的一種新模式,有利于提高公共服務(wù)的覆蓋面和功效。寧波通過公益創(chuàng)投模式購買公共服務(wù),經(jīng)過多年的實(shí)踐和探索,取得了一定成效和經(jīng)驗(yàn)。政府應(yīng)從加強(qiáng)社會(huì)組織的專業(yè)化發(fā)展、公益創(chuàng)投項(xiàng)目的常態(tài)化管理出發(fā),建立政府、社會(huì)組織、公眾三方受益的運(yùn)作機(jī)制,使政府向社會(huì)組織購買公共服務(wù)更加規(guī)范有效。
[Abstract]:Public venture capital is a new mode for the government to purchase public services from social organizations, which helps to improve the coverage and effectiveness of public services. Ningbo through the public venture capital mode to buy public services, after many years of practice and exploration, has achieved certain results and experience. The government should start from strengthening the professional development of social organization and the regular management of the public venture capital project, establish the operating mechanism of the benefit of the government, social organization and the public, and make the government purchase public service from the social organization more standardized and effective.
