【摘要】：隨著社會(huì)的發(fā)展,生態(tài)文明建設(shè)已是政府改革的方向,林業(yè)作為生態(tài)建設(shè)的主體,林業(yè)生態(tài)體系未來的發(fā)展關(guān)系到全人類的安全。大小興安嶺作為國(guó)家級(jí)重點(diǎn)生態(tài)功能區(qū),“十二五”規(guī)劃綱要中也已多次強(qiáng)調(diào)創(chuàng)建高效、協(xié)調(diào)和可持續(xù)性的國(guó)土空間格局,合理開發(fā)利用資源,確保不影響子孫后代的生存和發(fā)展�？梢�,大小興安嶺對(duì)保護(hù)環(huán)境、維護(hù)生態(tài)安全、促進(jìn)生態(tài)、經(jīng)濟(jì)和諧發(fā)展具有重要意義。政府職能體系的構(gòu)建屬于是上層建筑,其發(fā)展的可持續(xù)性與行政生態(tài)環(huán)境之間也存在著相互依存、相互制約的聯(lián)系。大小興安嶺作為一個(gè)特殊的資源發(fā)展區(qū)域,可持續(xù)發(fā)展戰(zhàn)略要求其經(jīng)濟(jì)效益、社會(huì)效益與生態(tài)效益的全面協(xié)調(diào)已是必然的選擇,而政府作為這個(gè)特殊區(qū)域發(fā)展與建設(shè)重要主體,究竟應(yīng)該是什么,究竟應(yīng)該做什么,究竟應(yīng)該怎么做,一直是困擾國(guó)家領(lǐng)導(dǎo)人以及專家學(xué)者的熱門話題。 論文從大小興安嶺生態(tài)功能區(qū)建設(shè)中政府職能的基本理論出發(fā),通過對(duì)生態(tài)功能區(qū)的內(nèi)涵、大小興安嶺生態(tài)功能區(qū)劃的范圍、政府職能的內(nèi)涵、政府職能的分類和政府職能的特征等生態(tài)功能區(qū)建設(shè)基本理論的闡述,運(yùn)用了生態(tài)治理理論、政府職能創(chuàng)新理論、可持續(xù)發(fā)展理論以及行政生態(tài)理論,采用了調(diào)查分析與文獻(xiàn)綜述、定性分析與定量分析、靜態(tài)分析與動(dòng)態(tài)分析相結(jié)合的方法,闡述了大小興安嶺生態(tài)功能區(qū)建設(shè)中的政府職能現(xiàn)狀,從生態(tài)、行政、經(jīng)濟(jì)和社會(huì)四個(gè)方面分析了大小興安嶺生態(tài)功能區(qū)建設(shè)中政府職能的現(xiàn)狀,揭示了大小興安嶺生態(tài)功能區(qū)建設(shè)中政府職能存在的問題,通過對(duì)美國(guó)五大湖流域、德國(guó)埃郎根生態(tài)城市以及巴西熱帶雨林地區(qū)生態(tài)建設(shè)狀況的闡述,對(duì)其政府的行為進(jìn)行深入分析,總結(jié)其成功的經(jīng)驗(yàn),從我國(guó)的具體國(guó)情出發(fā),為我國(guó)大小興安嶺生態(tài)功能區(qū)建設(shè)中政府的職能完善提供良好的經(jīng)驗(yàn)借鑒,通過生態(tài)管理職能、經(jīng)濟(jì)職能、社會(huì)職能和文化職能四個(gè)方面,提出大小興安嶺生態(tài)功能區(qū)建設(shè)中政府職能的完善對(duì)策。
[Abstract]:With the development of society, the construction of ecological civilization has been the direction of government reform. Forestry is the main body of ecological construction, and the future development of forestry ecological system is related to the safety of all mankind. As a key ecological functional area at the national level, the outline of the 12th Five-Year Plan has also emphasized many times the creation of an efficient, coordinated and sustainable territorial and spatial pattern and the rational development and utilization of resources. Ensure that the survival and development of future generations are not affected. Therefore, it is of great significance to protect the environment, maintain ecological security, promote ecological and economic development harmoniously. The construction of government function system belongs to superstructure, and the relationship between the sustainability of its development and the administrative ecological environment is also interdependent and mutually restricted. As a special region of resource development, the sustainable development strategy requires the overall coordination of economic benefits, social benefits and ecological benefits is an inevitable choice, and the government is an important part of the development and construction of this special region. What should be, what should be done, and what should be done has been a hot topic for national leaders and experts. Based on the basic theory of the government function in the construction of the big and small Xingan mountain ecological function area, through the connotation of the ecological function area, the scope of the big and small Xing'an mountain ecological function regionalization, the connotation of the government function. The classification of government functions and the characteristics of government functions and other basic theories of construction of ecological functional areas are expounded. The theory of ecological governance, the theory of innovation of government functions, the theory of sustainable development and the theory of administrative ecology are applied. By using the methods of investigation and literature review, qualitative analysis and quantitative analysis, static analysis and dynamic analysis, this paper expounds the present situation of government functions in the construction of ecological functional area of Big and small Xing'an Mountains, from the aspects of ecology and administration. This paper analyzes the present situation of government function in the construction of ecological function area of Big and small Xing'an Mountains from four aspects of economy and society, and reveals the existing problems of government function in the construction of ecological function area of big and small Xing'an Mountains. Through the analysis of the five Great Lakes Basin in the United States, This paper expounds the ecological construction of the Elangen ecological city in Germany and the rainforest region of Brazil, analyzes its government's behavior, sums up its successful experience, and proceeds from the concrete national conditions of our country. It provides a good experience for the improvement of the government's function in the construction of the ecological function area of the big and small Xing'an Mountains in our country. Through the four aspects of ecological management function, economic function, social function and cultural function, This paper puts forward the perfect countermeasures of government function in the construction of ecological function area of big and small Xing'anling.
