溫州社會(huì)組織管理體制改革的實(shí)踐探索與理論反思

【摘要】:隨著改革的縱深推進(jìn),進(jìn)一步理順政府、市場(chǎng)與社會(huì)的關(guān)系,加快形成政社分開(kāi)、權(quán)責(zé)明確、依法自治的現(xiàn)代社會(huì)組織體制,已成為我國(guó)社會(huì)治理創(chuàng)新轉(zhuǎn)型的關(guān)鍵內(nèi)容與重要支柱。在這一改革進(jìn)程中,變革社會(huì)組織管理體制,激活社會(huì)組織活力,助推政府機(jī)構(gòu)改革與職能轉(zhuǎn)型,以公私合作關(guān)系更有效地提供公共服務(wù),已成為我國(guó)地方創(chuàng)新與頂層設(shè)計(jì)互動(dòng)的有效結(jié)合點(diǎn),不斷改寫著相關(guān)領(lǐng)域的法律政策生態(tài)、組織生態(tài)與公共服務(wù)效能,有力地助推了小康社會(huì)的實(shí)現(xiàn)。作為全國(guó)社會(huì)組織建設(shè)創(chuàng)新示范區(qū)、民政綜合改革試驗(yàn)區(qū),溫州較早地開(kāi)始了社會(huì)組織管理體制改革探索,為中央頂層設(shè)計(jì)及其推廣積累了重要的實(shí)踐經(jīng)驗(yàn)。2011年,該市出臺(tái)了《溫州市人民政府辦公室關(guān)于政府購(gòu)買社會(huì)組織服務(wù)的實(shí)施意見(jiàn)》,2012年,又出臺(tái)了《中共溫州市委溫州市人民政府關(guān)于加快推進(jìn)社會(huì)組織培育發(fā)展的意見(jiàn)(1+7文件)》系列政策,不僅使社會(huì)組織在數(shù)量、服務(wù)能力和參與領(lǐng)域都獲得了長(zhǎng)足的發(fā)展,也使政府公共服務(wù)效能在政社合作中獲得了不小的提升,成為地方社會(huì)治理創(chuàng)新的典型案例之一。溫州的實(shí)踐,與其他地方的改革創(chuàng)新一道,構(gòu)成了我國(guó)社會(huì)組織管理體制改革和社會(huì)治理創(chuàng)新的洪流,并成為國(guó)家頂層設(shè)計(jì)的基礎(chǔ)。論文以溫州社會(huì)組織管理體制改革為研究對(duì)象,以政社關(guān)系重構(gòu)、地方創(chuàng)新與頂層設(shè)計(jì)互動(dòng)為研究主線,以案例分析與評(píng)估為方法,以“為什么是溫州”、“溫州改了什么”和“溫州改革的意義在哪”為主要問(wèn)題和邏輯進(jìn)路展開(kāi)研究。研究發(fā)現(xiàn),溫州改革既是溫州自身的需要,也是上下互動(dòng)的結(jié)果;溫州改革具有試驗(yàn)與示范性質(zhì),改革的空間與實(shí)效,最終取決于頂層對(duì)政社關(guān)系的理解與突破。在現(xiàn)階段,溫州改革已看到了政策變革-社會(huì)組織發(fā)展空間拓展與能力提升-政府機(jī)構(gòu)改革與職能轉(zhuǎn)移-社會(huì)組織發(fā)展與公共服務(wù)提升回環(huán)生成的初始軌跡。改革的歷史經(jīng)驗(yàn)與實(shí)踐邏輯表明,社會(huì)領(lǐng)域體制機(jī)制的創(chuàng)新,也是一個(gè)地方創(chuàng)新與頂層設(shè)計(jì)持續(xù)互動(dòng)的歷時(shí)性登梯過(guò)程。論文主要內(nèi)容由以下五部分構(gòu)成。第一部分為研究緒論。第二部分從宏觀背景、區(qū)域需求和上下互動(dòng)三個(gè)角度分析溫州改革的背景與原因,回答“為什么是“溫州”這一問(wèn)題。第三部分從“松綁”、能力培育與政社互動(dòng)三個(gè)方面,探討“溫州改了什么”。第四部分和第五部分,分別從實(shí)踐成效與理論意義兩個(gè)視角評(píng)估改革,試圖解答“溫州改革的意義在哪”這一焦點(diǎn)問(wèn)題。
[Abstract]:With the deepening of the reform, we will further straighten out the relationship between the government, the market and society, and speed up the formation of a modern social organizational system with separate government and social services, clear powers and responsibilities, and autonomy in accordance with the law. Has become our country social governance innovation transformation key content and the important pillar. In this reform process, we should change the management system of social organizations, activate the vitality of social organizations, promote the reform of government institutions and the transformation of functions, and provide public services more effectively through public-private partnerships. It has become an effective combination of local innovation and top-level design in our country, constantly rewriting the law and policy ecology in related fields, organizing ecology and public service efficiency, and promoting the realization of well-off society. As an innovative demonstration area for the construction of social organizations in China and a pilot area for civil affairs comprehensive reform, Wenzhou has begun to explore the reform of the management system of social organizations earlier, which has accumulated important practical experience for the top-level design of the central government and its promotion. The city issued the opinions on the implementation of the Office of the Wenzhou Municipal people's Government on the purchase of Social Organization Services by the Government. In 2012, A series of policies entitled "opinions of the Wenzhou Municipal Committee of the Communist Party of China on speeding up the cultivation and Development of Social organizations (17 documents)" have not only enabled social organizations to make considerable progress in the fields of quantity, service capacity and participation, The efficiency of government public service has also been promoted in the cooperation of government and society, and it has become one of the typical cases of local social governance innovation. The practice of Wenzhou, together with the reform and innovation in other places, constitutes the torrent of social organization management system reform and social governance innovation in our country, and becomes the foundation of the top-level design of the country. The thesis takes the reform of Wenzhou social organization management system as the research object, the reconstruction of the relationship between government and society, the interaction between local innovation and top-level design as the main line, the case analysis and evaluation as the method, and "Why Wenzhou". "what has been changed in Wenzhou" and "what is the meaning of Wenzhou Reform" are the main problems and logical approaches. It is found that Wenzhou reform is not only the need of Wenzhou itself, but also the result of interaction between the top and the bottom. The reform in Wenzhou has the character of experiment and demonstration, and the space and actual effect of the reform, which ultimately depends on the understanding and breakthrough of the relationship between government and society at the top level. At the present stage, Wenzhou reform has seen the initial track of policy reform, expansion of social organization development space and ability enhancement, government organization reform and function transfer, social organization development and public service promotion. The historical experience and practical logic of the reform show that the innovation of the system and mechanism in the social field is also a diachronic process of continuous interaction between local innovation and top-level design. The main content of the paper consists of the following five parts. The first part is the introduction of the research. The second part analyzes the background and reason of Wenzhou reform from three angles of macro background, regional demand and interaction, and answers the question of "why Wenzhou". The third part discusses what Wenzhou has changed from three aspects: loosening constraints, ability cultivation and interaction between government and society. The fourth part and the fifth part respectively evaluate the reform from the perspective of practical effect and theoretical meaning, trying to answer the focus question of "what is the significance of Wenzhou reform".
