【摘要】：世界經(jīng)濟長期的發(fā)展實踐表明,中小企業(yè)在各國的經(jīng)濟發(fā)展中扮演著重要角色,是最具活力和潛力的部分。改革開放30多年來,深圳市中小企業(yè)經(jīng)歷了波瀾壯闊的發(fā)展歷程,中小企業(yè)的數(shù)量和規(guī)模都獲得了空前的大發(fā)展。目前,在深圳市登記注冊的各類中小企業(yè)數(shù)量超過62萬,占深圳所有企業(yè)數(shù)的99.6%,是經(jīng)濟發(fā)展的重要力量、就業(yè)崗位的主要來源、科技創(chuàng)新的活水源泉。深圳中小企業(yè)發(fā)展雖然取得了可喜的成績。但是,近年來國內(nèi)外經(jīng)濟形勢日趨嚴峻,深圳中小企業(yè)日益受到資金、技術(shù)、人才、管理等多方面挑戰(zhàn),面臨著一系列的發(fā)展“瓶頸”。許多中小企業(yè)受國際、國內(nèi)經(jīng)濟環(huán)境的影響,特別是全球性金融危機的影響,生存發(fā)展狀況堪憂。因此,深圳市政府有必要為中小企業(yè)創(chuàng)造良好的發(fā)展壞境,保障中小企業(yè)健康發(fā)展,引導中小企業(yè)走有質(zhì)量、可持續(xù)的發(fā)展道路。這也是政府的重要職責。本文針對深圳市中小企業(yè)發(fā)展中存在的問題,在廣泛深入調(diào)查研究的基礎(chǔ)上,系統(tǒng)研究了深圳政府扶持中小企業(yè)發(fā)展的現(xiàn)狀,分析了目前深圳市政府在推動中小企業(yè)發(fā)展方面存在的主要問題;研究借鑒了國外政府、國內(nèi)先進省市扶持中小企業(yè)的主要做法和啟示;圍繞深圳市政府如何扶持中小企業(yè)發(fā)展,提出了一些思路和對策。
[Abstract]:The long-term development practice of the world economy shows that small and medium-sized enterprises play an important role in the economic development of various countries and are the most dynamic and potential part. Since the reform and opening up for more than 30 years, small and medium-sized enterprises in Shenzhen have experienced a magnificent development process, and the number and scale of small and medium-sized enterprises have achieved unprecedented development. At present, the number of small and medium-sized enterprises registered in Shenzhen exceeds 620000, accounting for 99.66.It is an important force for economic development, a major source of employment and a source of active water for scientific and technological innovation. Although the development of small and medium-sized enterprises in Shenzhen has made gratifying achievements. However, in recent years, the economic situation at home and abroad is becoming more and more serious, and the small and medium-sized enterprises in Shenzhen are increasingly challenged by funds, technology, talents, management and so on, and are facing a series of "bottlenecks" in development. Many small and medium-sized enterprises are affected by the international and domestic economic environment, especially the global financial crisis. Therefore, it is necessary for Shenzhen municipal government to create a good development environment for small and medium-sized enterprises, to ensure the healthy development of small and medium-sized enterprises, and to guide small and medium-sized enterprises to take the path of quality and sustainable development. This is also an important responsibility of the government. In view of the problems existing in the development of small and medium-sized enterprises in Shenzhen, this paper systematically studies the status quo of the development of small and medium-sized enterprises supported by the Shenzhen government on the basis of extensive and in-depth investigation and research. The main problems existing in promoting the development of small and medium-sized enterprises in Shenzhen municipal government are analyzed. The research draws lessons from the main methods and enlightenment of supporting small and medium-sized enterprises by foreign governments and advanced provinces and cities in China, and puts forward some ideas and countermeasures on how to support the development of small and medium-sized enterprises by Shenzhen municipal government.
