電子政務(wù)環(huán)境下的政府?dāng)?shù)據(jù)公開策略研究

【摘要】:全球越來越多的國家致力于制定“政府?dāng)?shù)據(jù)公開”戰(zhàn)略并通過電子政務(wù)作為為技術(shù)手段執(zhí)行,旨在激勵(lì)社會(huì)各界人士通過重新利用或創(chuàng)新加工政府公開的數(shù)據(jù)衍生出新型商業(yè)模式,創(chuàng)造經(jīng)濟(jì)價(jià)值;幫助公共部門工作人員在工作中進(jìn)行更科學(xué)的決策,改善工作效率;帶動(dòng)關(guān)于數(shù)據(jù)開發(fā)的新工作崗位,引領(lǐng)數(shù)據(jù)時(shí)代背景下的新一輪就業(yè)浪潮。電子政務(wù)是政府?dāng)?shù)據(jù)公開的重要技術(shù)支持手段,而政府?dāng)?shù)據(jù)公開是電子政務(wù)順應(yīng)時(shí)代發(fā)展必然的要求,對(duì)電子政務(wù)的建設(shè)起到重要的推動(dòng)作用,是電子政務(wù)未來發(fā)展的強(qiáng)大動(dòng)力。美國、英國和歐盟是全球利用電子政務(wù)推行政府?dāng)?shù)據(jù)公開的引領(lǐng)者,這些國家對(duì)政府?dāng)?shù)據(jù)質(zhì)量要求、服務(wù)提供標(biāo)準(zhǔn)、數(shù)據(jù)使用準(zhǔn)則、數(shù)據(jù)使用授權(quán)等都做出明確規(guī)定。我國政府?dāng)?shù)據(jù)公開建設(shè)處于起步階段,國內(nèi)在此領(lǐng)域的相關(guān)研究甚少。本文將介紹政府?dāng)?shù)據(jù)公開定義及其重要意義,梳理國內(nèi)數(shù)據(jù)開放現(xiàn)狀、取得的成績和存在的問題。通過分析國外發(fā)達(dá)國家政府?dāng)?shù)據(jù)公開建設(shè)的成功要素,綜合其數(shù)據(jù)公開項(xiàng)目建設(shè)的關(guān)鍵經(jīng)驗(yàn),重點(diǎn)從我國電子政務(wù)系統(tǒng)建設(shè)缺乏整體規(guī)劃帶來的集約化程度低、全國信息化能力發(fā)展不均衡、電子政務(wù)系統(tǒng)共享協(xié)同性低、技術(shù)建設(shè)高于政務(wù)維護(hù)建設(shè)、與數(shù)據(jù)相關(guān)的法律立法層級(jí)低、法律法規(guī)制度不健全、相關(guān)規(guī)章制度缺乏統(tǒng)一規(guī)劃、政府?dāng)?shù)據(jù)公開存在體制障礙、政府部門數(shù)據(jù)公開能動(dòng)性低、數(shù)據(jù)保護(hù)能力弱危及數(shù)據(jù)安全等現(xiàn)狀出發(fā),提出發(fā)展策略建議,希望對(duì)我國在電子政務(wù)環(huán)境下的政府?dāng)?shù)據(jù)公開建設(shè)積極發(fā)展起到一定的借鑒作用。
[Abstract]:A growing number of countries around the world are committed to developing "open government data" strategies and implementing them through e-government as a technical means, The aim is to encourage people from all walks of life to create economic value by re-using or innovating and processing government open data to derive new business models; To help public sector workers to make more scientific decisions and improve work efficiency in their work, to promote new jobs on data development, and to lead a new wave of employment in the context of the data age. E-government is an important technical support means for government data disclosure, and government data disclosure is an inevitable requirement of e-government, which plays an important role in promoting the construction of e-government. It is the powerful motive force of the future development of e-government. The United States, the United Kingdom and the European Union are the world's leaders in the use of e-government to promote government data disclosure. These countries provide clear rules on government data quality requirements, service delivery standards, data usage guidelines, data use authorizations, and so on. The construction of government data disclosure in our country is in its infancy, and there are few related researches in this field in China. This paper will introduce the definition and significance of government data openness, comb the status quo, achievements and problems of domestic data openness. By analyzing the successful elements of the construction of government data disclosure in foreign developed countries and synthesizing the key experiences of the construction of the data disclosure project, the paper focuses on the low degree of intensification brought about by the lack of overall planning for the construction of the e-government system in our country. The development of the national informatization ability is not balanced, the e-government system sharing and coordination is low, the technology construction is higher than the government administration maintenance construction, the legal and legislative level related to the data is low, the laws and regulations system is not perfect, and the relevant rules and regulations are lack of unified planning. There are institutional obstacles to the disclosure of government data, low dynamic role of government data disclosure and weak ability of data protection to endanger data security. It hopes to play a certain reference role in the construction of government data publicity under the environment of e-government.
