【摘要】：正傳統(tǒng)公共行政在回應(yīng)日益多元化的公共需求、復(fù)雜化的公共關(guān)系以及相互沖突的集體利益時(shí)顯得捉襟見(jiàn)肘。20世紀(jì)80年代初,一些西方國(guó)家相繼陷入了"滯脹"困境,為了化解政府合法性危機(jī),重塑政府形象,新西蘭、英國(guó)等國(guó)率先對(duì)其政府進(jìn)行了大刀闊斧的改革。改革舉措涵攝政府治理價(jià)值的轉(zhuǎn)變、公共組織體制架構(gòu)的整飭、政府行動(dòng)流程的重組以及治理工具的優(yōu)化。這場(chǎng)席卷全球眾多國(guó)家的治理變革被學(xué)界和實(shí)踐部門(mén)稱(chēng)之為"新公共管
[Abstract]:Traditional public administration is overstretched in responding to increasingly diversified public demands, complex public relations and conflicting collective interests. In the early 1980s, some Western countries were caught in a stagflation dilemma one after another. In order to resolve the crisis of government legitimacy and rebuild the image of government, New Zealand, Britain and other countries took the lead in reforming their governments. The reform measures include the transformation of the value of government governance, the rectification of the institutional structure of public organizations, the reorganization of government action processes and the optimization of governance tools. The governance revolution that has engulfed many countries around the world has been called "New Public Administration" by academics and practice departments.
