【摘要】：開展重特大事故案例研究,可為重特大事故防范應(yīng)對工作提供最直接最有力的理論技術(shù)支撐,也是現(xiàn)階段推動應(yīng)急管理和安全科學(xué)專業(yè)理論方法發(fā)展完善的重要途徑。鑒于重特大事故自身特點和防范應(yīng)對重特大事故的實踐需求,應(yīng)從安全管理和應(yīng)急管理相結(jié)合的視角,著眼于事故孕育、發(fā)生、發(fā)展、演化及其應(yīng)對處置的全過程,綜合運用管理科學(xué)和工程技術(shù)科學(xué)的理論和方法開展跨學(xué)科研究。重特大事故案例研究及其成果應(yīng)用的完整過程實則是從實踐到理論再從理論到實踐的認識論循環(huán),在案例研究設(shè)計、實施和成果運用過程中應(yīng)注意解決好案例邊界確定、資料收集分析方法選用、應(yīng)對事故調(diào)查的潛在影響、克服潛在偏見以及豐富研究成果表現(xiàn)形式等方面問題。隨著不斷探索研究過程中跨學(xué)科研究團隊和理論方法的形成以及研究資料成果的積累豐富,當前制約重特大事故案例研究及其成果應(yīng)用的主要問題(缺乏多案例比較研究、關(guān)鍵細節(jié)難以獲取、多學(xué)科研究視角方法和成果難以有效整合等)會逐步得以解決。
[Abstract]:The case study of serious and serious accidents can provide the most direct and powerful theoretical and technical support for the prevention and response of serious and serious accidents. It is also an important way to promote the development and perfection of the theoretical methods of emergency management and safety science at this stage. In view of the characteristics of serious and serious accidents and the practical requirements of preventing and responding to serious and serious accidents, the whole process of accident gestation, occurrence, development, evolution and response and disposal should be focused on from the perspective of combining safety management with emergency management. Comprehensive use of management science and engineering technology science theory and methods to carry out interdisciplinary research. The complete process of case study and its application of serious and serious accidents is actually an epistemological cycle from practice to theory and from theory to practice. In the course of case study design, implementation and application of results, attention should be paid to the determination of case boundaries. Data collection and analysis methods are selected to deal with the potential impact of accident investigation, to overcome potential prejudice and to enrich the forms of research results. With the formation of interdisciplinary research teams and theoretical methods and the accumulation of abundant research data in the process of continuous exploration and research, the current major problems (lack of multi-case comparative study) restrict the application of the case studies of serious and serious accidents.
