【摘要】：通過(guò)對(duì)突發(fā)事件背景下的輿情傳播進(jìn)行多案例研究,界定了群眾類型和政府干預(yù)作用,并分析了各類群眾間的狀態(tài)轉(zhuǎn)移關(guān)系.然后,通過(guò)借鑒SEIR傳染病模型的構(gòu)造思路,結(jié)合輿情傳播的實(shí)際特點(diǎn),建立了政府干預(yù)下的輿情傳播控制系統(tǒng),進(jìn)而運(yùn)用平均場(chǎng)方法給出了系統(tǒng)的微分方程組模型.進(jìn)一步,通過(guò)研究模型的平衡點(diǎn)和穩(wěn)定性,得到了政府所應(yīng)選擇的管控方向,并以2011年?yáng)|日本大地震事件中的輿情傳播為例進(jìn)行了驗(yàn)證.最后,基于該案例,通過(guò)設(shè)計(jì)多個(gè)情景,考查了政府的不同應(yīng)急決策關(guān)注點(diǎn)對(duì)群眾行為的影響,給出了應(yīng)急方案的制定策略.
[Abstract]:Through the multi-case study of public opinion communication under the background of unexpected events, this paper defines the types of masses and the role of government intervention, and analyzes the relationship of state transfer among the masses. Then, by referring to the construction of SEIR infectious disease model and combining with the actual characteristics of public opinion transmission, the control system of public opinion transmission under government intervention is established, and then the differential equation group model of the system is given by means of the mean field method. Furthermore, by studying the equilibrium point and stability of the model, the control direction that the government should choose is obtained, and the public opinion propagation in the East Japan earthquake in 2011 is verified as an example. Finally, based on this case, by designing several scenarios, this paper examines the influence of the government's different emergency decision concerns on the mass behavior, and gives the formulation strategy of the emergency plan.
