【摘要】：隨著社會(huì)的進(jìn)步與發(fā)展,科教文衛(wèi)事業(yè)等越來越多的社會(huì)問題涌現(xiàn),作為“第三部門”的社會(huì)組織成為了緩解社會(huì)矛盾與處理公共危機(jī)事件中重要而又不可缺少的環(huán)節(jié)。然而,由于社會(huì)、政策環(huán)境以及其自身的非盈利等局限性,社會(huì)組織的發(fā)展進(jìn)入瓶頸時(shí)期。社會(huì)組織孵化器擁有著其獨(dú)特的賦能、供給、共享、聯(lián)盟以及橋梁等作用,成功的幫助社會(huì)組織在發(fā)展初期渡過難關(guān),通過其自身的功能特征推動(dòng)著社會(huì)組織在社會(huì)公共領(lǐng)域中的進(jìn)步與發(fā)展。如何運(yùn)用社會(huì)組織孵化器的功能特性來更好地幫助社會(huì)組織發(fā)展,如何借鑒國(guó)外發(fā)展較為成熟的社會(huì)組織孵化器模式來探究我國(guó)社會(huì)組織孵化器未來發(fā)展模式,成為了探究社會(huì)組織孵化器問題的重要方面。本文將研究視角聚焦于“社會(huì)組織孵化器”,運(yùn)用實(shí)地調(diào)研和文獻(xiàn)資料的研究方法,通過國(guó)內(nèi)外的優(yōu)秀社會(huì)組織孵化器的案例呈現(xiàn)與分析,比較國(guó)內(nèi)外社會(huì)組織孵化器在功能模式發(fā)揮的范圍、條件與退出機(jī)制方面的區(qū)別,探求適合我國(guó)國(guó)情的社會(huì)組織孵化器發(fā)展模式。論文的主體部分分為五個(gè)部分:首先,介紹社會(huì)組織孵化器產(chǎn)生與發(fā)展的背景,綜述國(guó)內(nèi)外對(duì)于社會(huì)組織孵化器方面的研究現(xiàn)狀;其次,概述社會(huì)組織孵化器的定義以及其產(chǎn)生概念的理論基礎(chǔ);再次,通過上海恩派組織、南京愛德社會(huì)組織培育中心、臺(tái)灣百達(dá)文教中心、日本NPO支援中心以及美國(guó)非營(yíng)利組織協(xié)會(huì)NCN五個(gè)較為典型的國(guó)內(nèi)外案例,對(duì)于社會(huì)組織孵化器進(jìn)行功能模式上的比較研究,通過范圍、條件、退出機(jī)制方面的比較分析,尋找阻礙我國(guó)社會(huì)組織孵化器發(fā)展的困境及原因;再次,依照比較分析,探求適合我國(guó)發(fā)展的社會(huì)組織孵化器的發(fā)展模式:公益創(chuàng)投模式,社會(huì)組織孵化器、社會(huì)組織與政府包容性合作模式,社會(huì)組織孵化器與不同利益主體互動(dòng)模式;最后,提出一些對(duì)于我國(guó)社會(huì)組織發(fā)展的建議和對(duì)策�？傊�,本文通過國(guó)內(nèi)外優(yōu)秀社會(huì)組織孵化器功能模式的比較研究,探究適合我國(guó)國(guó)情的發(fā)展模式,然而社會(huì)組織孵化器的發(fā)展需要的不僅僅是完善其自身的功能模式,更需要從法律法規(guī)保障、政府政策支持、社會(huì)認(rèn)同感等等各方面協(xié)作才能夠達(dá)到社會(huì)的和諧。
[Abstract]:With the progress and development of society, more and more social problems, such as science, education, culture, health care and so on, have emerged. As a "third sector", social organization has become an important and indispensable link in alleviating social contradictions and dealing with public crisis events. However, due to the limitations of society, policy environment and its own non-profit, the development of social organization has entered a bottleneck period. The social organization incubator has its unique function of empowerment, supply, sharing, alliance and bridge, which has successfully helped social organizations to tide over the difficulties in the early stages of development. It promotes the progress and development of social organization in the social public field through its own functional characteristics. How to use the function characteristics of social organization incubator to help the development of social organization better, how to learn from the more mature model of social organization incubator in foreign countries to explore the future development mode of social organization incubator in China? It has become an important aspect of exploring the problem of social organization incubator. This paper focuses on the "social organization incubator", using the research methods of field investigation and literature, through the case of the excellent social organization incubator at home and abroad to present and analyze. This paper compares the scope, conditions and withdrawal mechanism of social organization incubator at home and abroad, and explores the development model of social organization incubator suitable for China's national conditions. The main part of the thesis is divided into five parts: firstly, the background of the emergence and development of social organization incubator is introduced, and the research status of social organization incubator at home and abroad is summarized. Secondly, it summarizes the definition of social organization incubator and the theoretical basis of its concept. Thirdly, through five relatively typical cases at home and abroad such as Shanghai En-Pai Organization, Nanjing Eide Social Organization cultivation Center, Taiwan Baida Culture and Education Center, NPO support Center in Japan and NCN, the American Association of Non-profit organizations, Through the comparative analysis of scope, conditions and exit mechanism, the author tries to find out the difficulties and reasons that hinder the development of social organization incubators in China. Thirdly, according to the comparative analysis, to explore the development model of social organization incubator suitable for the development of our country: the public welfare venture capital model, the social organization incubator, the inclusive cooperation model between social organization and government. The interaction model between social organization incubator and different stakeholders; Finally, some suggestions and countermeasures for the development of social organizations in China are put forward. In a word, through the comparative study of the function model of the excellent social organization incubator at home and abroad, this paper explores the development mode suitable for the national conditions of our country. However, the development of the social organization incubator needs not only to perfect its own function model, In order to achieve social harmony, we need the cooperation of laws and regulations, government policy support, social identity and so on.
