【摘要】：政府公信力高低是社會(huì)公眾對(duì)政府工作情況的評(píng)估,是社會(huì)成員對(duì)政府信賴和認(rèn)同的體現(xiàn)�；ヂ�(lián)網(wǎng)絡(luò)的普及,網(wǎng)絡(luò)新聞的廣泛傳播,對(duì)我國(guó)政府公信力建設(shè)既是機(jī)遇又是挑戰(zhàn),首先,互聯(lián)網(wǎng)的普及給廣大公眾提供了一個(gè)參與政治的平臺(tái),網(wǎng)絡(luò)成為了公眾與政府交流的橋梁;其次,網(wǎng)絡(luò)負(fù)面新聞的大面積傳播在一定程度上放大了政府面臨的問題,從而導(dǎo)致了政府公信力的不斷弱化。探尋我國(guó)政府公信力的建立和完善,擁有非常重要的理論和實(shí)際意義。本文通過分析政府公信力和網(wǎng)絡(luò)新聞的涵義、特點(diǎn)及相關(guān)影響因素,得出網(wǎng)絡(luò)新聞的給政府公信力建設(shè)帶來不同影響,重點(diǎn)分析在互聯(lián)網(wǎng)環(huán)境中我國(guó)政府公信力下降的原因,進(jìn)而對(duì)我國(guó)政府公信力的建設(shè)和完善提供針對(duì)性的建議。提高政府公信力,主要應(yīng)采取以下的措施:首先,政府要堅(jiān)持依法行政。一是推進(jìn)法治社會(huì)的建立;二是健全行政監(jiān)督體制,開展行政問責(zé)制;三是建立和健全互聯(lián)網(wǎng)絡(luò)的法律體系,依據(jù)法律制度保證網(wǎng)絡(luò)政治發(fā)展的合法性和有序性。其次,要轉(zhuǎn)變執(zhí)政理念,加強(qiáng)對(duì)網(wǎng)絡(luò)參與者及政府工作人員的道德建設(shè),構(gòu)建和諧的網(wǎng)絡(luò)環(huán)境。最后,進(jìn)一步建設(shè)完善網(wǎng)絡(luò)平臺(tái),加強(qiáng)政府與社會(huì)大眾之間的政治交流。一是要建立健全政府信息公布制度,使社會(huì)大眾及時(shí)全面了解政府信息,從而消除社會(huì)大眾對(duì)政府的認(rèn)識(shí)偏差;二是要重視網(wǎng)絡(luò)監(jiān)督,使其成長(zhǎng)為社會(huì)監(jiān)督體系的重要力量;三是完善新聞發(fā)言人制度,積極應(yīng)對(duì)危機(jī)事件,逐漸改善政府在社會(huì)公眾心目中的形象,從而使政府公信力在社會(huì)大眾心目中得到根本改善,提升政府公信力。
[Abstract]:The credibility of the government is the evaluation of the work of the government by the public and the reflection of the trust and approval of the members of the society to the government. The popularization of the Internet and the wide spread of the network news are both opportunities and challenges to the construction of the credibility of our government. First of all, the popularity of the Internet provides a platform for the general public to participate in politics. The network has become the bridge between the public and the government. Secondly, the spread of network negative news to a certain extent magnifies the problems faced by the government, which leads to the weakening of the credibility of the government. It is of great theoretical and practical significance to explore the establishment and perfection of the credibility of our government. By analyzing the meaning, characteristics and related factors of government credibility and network news, this paper draws a conclusion that the network news has different effects on the construction of government credibility, and analyzes the reasons for the decline of government credibility in the Internet environment. And then to our country government credibility construction and the consummation provides the pertinence suggestion. To improve the credibility of the government, the following measures should be taken: first, the government should adhere to the administration by law. One is to promote the establishment of a society ruled by law; the other is to perfect the administrative supervision system and develop administrative accountability system; third, to establish and perfect the legal system of the Internet to guarantee the legality and order of the network political development according to the legal system. Secondly, we should change the ruling concept, strengthen the moral construction of network participants and government staff, and build a harmonious network environment. Finally, we should further improve the network platform and strengthen the political exchanges between the government and the public. First, it is necessary to establish and improve the system of government information publication, so that the public can understand the government information in a timely and comprehensive manner, thus eliminating the deviation of the public's understanding of the government, second, we should attach importance to the network supervision and make it grow into an important force in the social supervision system. Third, improve the press spokesman system, actively deal with the crisis, gradually improve the image of the government in the eyes of the public, so that the credibility of the government in the eyes of the public has been fundamentally improved, enhance the credibility of the government.
