【摘要】：農(nóng)村公共服務(wù)是指政府為了提高農(nóng)民生活水平所提供的各種服務(wù)。它構(gòu)成了大竹縣新農(nóng)村建設(shè)的重要組成部分,有利于城鄉(xiāng)統(tǒng)籌發(fā)展以及改善農(nóng)民生活質(zhì)量。大竹縣的農(nóng)村水利設(shè)施有了基本的保障,交通有明顯改善,全縣的公共服務(wù)水平有較大提高。農(nóng)村公共服務(wù)存在很多缺陷,比如是否滿足廣大農(nóng)戶的需要,農(nóng)戶反饋的態(tài)度怎么樣,這和新農(nóng)村建設(shè)、城鄉(xiāng)統(tǒng)籌協(xié)調(diào)發(fā)展、農(nóng)村人民生活水平的提高有著密切聯(lián)系,要想真正達(dá)到目標(biāo)、實(shí)現(xiàn)農(nóng)村經(jīng)濟(jì)的進(jìn)步就必須要對(duì)農(nóng)村公共服務(wù)績(jī)效進(jìn)行科學(xué)合理的評(píng)價(jià),使提供的服務(wù)與農(nóng)戶需求保持一致。本文通過(guò)調(diào)查問(wèn)卷的方式搜集農(nóng)戶滿意度的相關(guān)數(shù)據(jù),采用層次分析法、模糊綜合評(píng)價(jià)法對(duì)大竹縣農(nóng)戶滿意度數(shù)據(jù)分析。通過(guò)對(duì)于數(shù)據(jù)的分析得出以下結(jié)論：(1)大竹縣農(nóng)村公共服務(wù)體系建設(shè)與全國(guó)平均水平相比存在較大差距；(2)在所選取的六類指標(biāo)中,農(nóng)戶均為基本滿意,但是評(píng)分值有所不同,最高分為對(duì)農(nóng)村基礎(chǔ)教育,得分68.92,最低分為農(nóng)村醫(yī)療衛(wèi)生的滿意度,得分59.39;(3)農(nóng)戶對(duì)大竹縣農(nóng)村公共服務(wù)的模糊綜合評(píng)分值為64.80,為基本滿意；(4)大竹縣農(nóng)村公共服務(wù)農(nóng)戶滿意度主要受到政府財(cái)政投入、整體經(jīng)濟(jì)環(huán)境、農(nóng)戶自身素質(zhì)因素的影響。建議及措施：政府應(yīng)了解農(nóng)戶的真正需求、根據(jù)農(nóng)戶需要提供相應(yīng)的公共服務(wù)；改進(jìn)農(nóng)村公共服務(wù)的供給效率；建立健全農(nóng)村公共服務(wù)保障體系。
[Abstract]:Rural public service refers to various services provided by the government in order to improve farmers' living standards. It constitutes an important part of the new rural construction in Dazhu County, which is conducive to the overall development of urban and rural areas and the improvement of the quality of life of farmers. The rural water conservancy facilities in Dazhu County have been basically guaranteed, the transportation has been improved obviously, and the public service level of the whole county has been greatly improved. There are many shortcomings in rural public services, such as whether to meet the needs of the vast number of farmers and what the feedback attitude of farmers is. This is closely related to the construction of new rural areas, the coordinated development of urban and rural areas, and the improvement of the living standards of rural people. In order to achieve the goal and realize the progress of rural economy, it is necessary to evaluate the performance of rural public service scientifically and reasonably so as to keep the service in line with the demand of farmers. This paper collects the relevant data of farmers' satisfaction by questionnaire, and analyzes the data of household satisfaction in Dazhu County by using analytic hierarchy process and fuzzy comprehensive evaluation method. Through the analysis of the data, the following conclusions are drawn: (1) there is a big gap between the construction of the rural public service system in Dazhu County and the national average level; (2) among the six kinds of indexes selected, farmers were basically satisfied, but the score was different. The highest score was for rural basic education, the score was 68.92, and the lowest score was the satisfaction of rural health care, with a score of 59.39; (3) the fuzzy comprehensive score of rural public service in Dazhu County is 64.80, which is basically satisfactory; (4) the satisfaction of rural public service farmers in Dazhu County is mainly affected by the government financial input, the overall economic environment and the farmers' own quality factors. Suggestions and measures: the government should understand the real needs of farmers and provide corresponding public services according to the needs of farmers; improve the efficiency of rural public services supply; establish and improve the rural public service security system.
