【摘要】：邊疆地區(qū)治理體系和治理能力的現(xiàn)代化問(wèn)題是國(guó)家治理體系和治理能力現(xiàn)代化的重要組成部分,但政策執(zhí)行過(guò)程出現(xiàn)的偏差卻對(duì)治理目標(biāo)的達(dá)成構(gòu)成了嚴(yán)重挑戰(zhàn)。本文結(jié)合對(duì)琿春市國(guó)際經(jīng)濟(jì)開發(fā)區(qū)的實(shí)地調(diào)研和深度訪談,借助"模糊—沖突"模型,探究"長(zhǎng)吉圖"開發(fā)開放先導(dǎo)區(qū)政策執(zhí)行偏差的產(chǎn)生機(jī)理和影響要素。研究發(fā)現(xiàn):邊疆地區(qū)面臨比沿海和腹地地區(qū)更特殊、更嚴(yán)峻和更加復(fù)雜的國(guó)內(nèi)外情勢(shì),并衍生出較為獨(dú)特的治理方式與治理理念。這些特性和政策目標(biāo)、利益的模糊性與沖突性共同作用于邊疆治理中的政策執(zhí)行環(huán)節(jié),并不同程度地導(dǎo)致了政策的一步步"走樣"。同時(shí),要將利益的屬性分解為不同層級(jí)和部門之間利益的差異性加以考量,才能厘清政策執(zhí)行的演變脈絡(luò)。
[Abstract]:The modernization of borderland governance system and governance capacity is an important part of the modernization of national governance system and governance ability, but the deviation in the process of policy implementation poses a serious challenge to the achievement of governance goals. Based on the field investigation and in-depth interview of Hunchun International Economic Development Zone, this paper, with the help of "fuzzy-conflict" model, explores the mechanism and influencing factors of policy implementation deviation in the development of "Changji Tu" open pilot area. It is found that frontier areas face more special, more severe and more complex domestic and international situations than coastal and hinterland areas, and derive more unique governance methods and governance concepts. These characteristics and policy objectives, the fuzziness and conflict of interests act together on the policy implementation in the border area governance, which does not lead to a step by step "aberration" of the policy to the same extent. At the same time, the attribute of interest should be decomposed into the differences of interests between different levels and departments, in order to clarify the evolution of policy implementation.
