【摘要】：在區(qū)域產(chǎn)業(yè)轉(zhuǎn)移進(jìn)程中,我國地方政府之間的"依附性"府際關(guān)系日益凸顯。這種府際依附關(guān)系具有隱蔽性、局部性、多樣性、地緣性和階段性等特征。從內(nèi)在機(jī)理看,層級節(jié)制的官僚體系是形成"依附性"府際關(guān)系的政治基礎(chǔ),長期巨大的區(qū)域差異是形成"依附性"府際關(guān)系的客觀條件,區(qū)域產(chǎn)業(yè)轉(zhuǎn)移為其提供了重要契機(jī),地方政府競爭則起到了催化作用。在綜合考慮定性指標(biāo)和定量指標(biāo)的基礎(chǔ)上,可以對地方政府的依附程度進(jìn)行測量和比較。選取京津冀、長三角和泛珠三角三大經(jīng)濟(jì)區(qū)進(jìn)行實證研究后發(fā)現(xiàn),不同區(qū)域的府際依附關(guān)系存在顯著差異,而同一區(qū)域內(nèi)部地方政府之間的依附程度也會有所不同。"依附性"府際關(guān)系的出現(xiàn),既有積極影響也有消極影響。中西部地方政府要特別注意防范由于依附發(fā)展而引發(fā)的資源風(fēng)險、環(huán)境風(fēng)險、經(jīng)濟(jì)風(fēng)險和社會風(fēng)險。
[Abstract]:In the process of regional industrial transfer, the "dependence" relationship between local governments in China is becoming increasingly prominent. The relationship between governments is characterized by concealment, locality, diversity, geography and stages. From the perspective of internal mechanism, the bureaucratic system of hierarchical restraint is the political basis for forming the "dependent" inter-governmental relationship, and the huge regional differences for a long time are the objective conditions for the formation of the "dependent" inter-governmental relationship, and the transfer of regional industries provides an important opportunity for it. Local government competition played a catalytic role. On the basis of comprehensive consideration of qualitative and quantitative indexes, the degree of dependence of local governments can be measured and compared. From the empirical study of the three economic zones of Beijing-Tianjin-Hebei, Yangtze River Delta and Pan-Pearl River Delta, it is found that there are significant differences in the relationship between governments in different regions, and the degree of dependence among local governments in the same region will also be different. " The emergence of dependent-government relations has both positive and negative effects. Local governments in the central and western regions should pay special attention to the prevention of resource risks, environmental risks, economic risks and social risks caused by dependent development.
