【摘要】：正公共產(chǎn)品與公共選擇理論框架下,社區(qū)公共產(chǎn)品存在著供給層級(jí)與供給結(jié)構(gòu)、供給數(shù)量與供給質(zhì)量等多重矛盾。傳統(tǒng)上,學(xué)界認(rèn)為社區(qū)公共產(chǎn)品應(yīng)當(dāng)由最貼近需求方的基層政府或自治組織供給,但實(shí)踐中的難點(diǎn)在于如何厘清各層級(jí)政府之間、基層政府與基層自治組織之間、基層組織與公民個(gè)體之間的"權(quán)責(zé)利"邊界,包括政府"大包大攬"導(dǎo)致的社區(qū)公共產(chǎn)品過(guò)度供給,以及社區(qū)公共產(chǎn)品供給結(jié)構(gòu)與需求結(jié)構(gòu)的錯(cuò)配、失配等系列問(wèn)題。盡管在理論思考上取得共識(shí),如學(xué)
[Abstract]:Under the framework of the theory of public goods and public choice, there are many contradictions between the level of supply and the structure of supply, the quantity of supply and the quality of supply. Traditionally, community public goods should be supplied by grass-roots governments or autonomous organizations closest to the demand side, but the difficulty in practice lies in how to clarify the relationship between different levels of government, between grass-roots governments and grass-roots autonomous organizations.
