【摘要】：針對中國官員考核中出現(xiàn)的"官出數(shù)據(jù),數(shù)據(jù)出官"現(xiàn)象,本文通過搜集整理2002-2014年230個地級市政府工作報告中的經(jīng)濟增長目標數(shù)據(jù),考察了官員的任期和特征對經(jīng)濟增長目標設(shè)定與完成情況的影響,重點關(guān)注了"官出數(shù)據(jù)"的經(jīng)驗證據(jù)。研究顯示:(1)相對于市長,市委書記對經(jīng)濟增長目標制定的影響更大。市委書記的年齡越大越傾向于制定較低的經(jīng)濟增長目標;(2)市委書記在任期內(nèi)對經(jīng)濟增長目標及完成情況的影響呈"倒U"型趨勢;(3)中西部地區(qū)和三、四、五線城市市委書記任期的變動對經(jīng)濟目標的制定和完成情況的影響更強,東部地區(qū)和一、二線城市市長任期的變動對經(jīng)濟增長目標及完成情況的影響更明顯;(4)黨代會的召開和省與國家經(jīng)濟增長目標的制定對官員任期內(nèi)經(jīng)濟增長目標的設(shè)定具有較強的正向影響。本研究豐富了官員"晉升錦標賽"理論的經(jīng)驗證據(jù),有助于對政府經(jīng)濟績效目標制定和考核進行有效的監(jiān)督和管理。
[Abstract]:In view of the phenomenon of "official output data, data out of officials" appearing in the examination of Chinese officials, this paper collects and collates the economic growth target data from 230 prefectural municipal government work reports from 2002 to 2014. This paper examines the influence of the tenure and characteristics of officials on the setting and completion of economic growth goals, and focuses on the empirical evidence of "official output data". The results show that: (1) the party secretary has more influence on the economic growth target than the mayor. The older the party secretary is, the more inclined he is to set a lower economic growth target. (2) the influence of the municipal party secretary on the economic growth target and the completion of the party secretary during his term of office shows a trend of "inverted U"; (3) the changes in the tenure of municipal party secretaries in the central and western regions and in the third, fourth and fifth tier cities have a stronger impact on the formulation and completion of economic objectives, in the eastern region and in the first, The change of the term of mayor in the second tier city has more obvious influence on the economic growth target and the completion; (4) the convening of the Party Congress and the formulation of provincial and national economic growth goals have a strong positive impact on the setting of economic growth goals during the term of office of officials. This study enriches the empirical evidence of the theory of "promotion championship", and helps to supervise and manage the government's economic performance objectives.
