【摘要】：自黨的十八大以來,深化群眾性精神文明建設(shè)成為黨和政府常態(tài)化工作之一。宣傳道德模范、學(xué)習(xí)雷鋒精神、開展志愿服務(wù)成為當(dāng)下各地開展精神文明建設(shè)的重要內(nèi)容,尤其是社區(qū)志愿服務(wù)工作尤為明顯。各地先后出臺(tái)了志愿者服務(wù)條例,對(duì)志愿者注冊(cè)、管理、激勵(lì)做出進(jìn)一步規(guī)范。社區(qū)志愿服務(wù)作為公共領(lǐng)域的重要實(shí)踐內(nèi)容,世界各地已經(jīng)積累了豐富的經(jīng)驗(yàn)和良好的社會(huì)基礎(chǔ)�？偨Y(jié)借鑒西方國家尤其是我國港澳臺(tái)地區(qū)社區(qū)志愿服務(wù)經(jīng)驗(yàn),對(duì)我們推進(jìn)社區(qū)志愿服務(wù)的規(guī)范化和體系化均具有積極的意義。對(duì)提升基層社區(qū)志愿組織的發(fā)展能力、社區(qū)志愿服務(wù)能力均具有實(shí)際意義。株洲作為全國“兩型社會(huì)”建設(shè)綜合配套改革實(shí)驗(yàn)區(qū)之——長株潭城市群的重點(diǎn)組成部分。株洲地區(qū)社區(qū)志愿服務(wù)伴隨著株洲地區(qū)整體發(fā)展而發(fā)展,據(jù)湖南省志愿服務(wù)網(wǎng)統(tǒng)計(jì),截止2017年4月,株洲地區(qū)注冊(cè)志愿者517488人,注冊(cè)團(tuán)隊(duì)1007個(gè)。在2012年至2015年期間,涌現(xiàn)出109家株洲市優(yōu)秀青年志愿服務(wù)集體、494名優(yōu)秀青年志愿者。株洲地區(qū)社區(qū)志愿服務(wù)事業(yè)為株洲地區(qū)落實(shí)社會(huì)主義核心價(jià)值觀和株洲地區(qū)社會(huì)精神文明建設(shè)注入新鮮血液和無限動(dòng)力。也成為株洲“兩型社會(huì)”、“文明城市”、“四個(gè)株洲”建設(shè)發(fā)揮出積極作用。本研究旨在了解株洲地區(qū)社區(qū)志愿服務(wù)發(fā)展現(xiàn)況,據(jù)此提出對(duì)株洲地區(qū)社區(qū)志愿服務(wù)發(fā)展的建設(shè)意見。研究發(fā)現(xiàn)株洲地區(qū)社區(qū)志愿服務(wù)仍面臨許多困境,如社區(qū)志愿服務(wù)組織定位太廣,針對(duì)性不強(qiáng);社區(qū)志愿服務(wù)專精程度仍低,覆蓋面較窄;社區(qū)志愿服務(wù)激勵(lì)機(jī)制有限,動(dòng)力源不足;社區(qū)志愿服務(wù)推動(dòng)力度疲軟,空間面受限;社區(qū)志愿服務(wù)資源渠道單一,可持續(xù)困難等五個(gè)方面。究其成因,主要是因?yàn)樯鐓^(qū)志愿服務(wù)組織自身能力建設(shè)不足、社區(qū)志愿服務(wù)組織專職專業(yè)人才不足、社區(qū)志愿服務(wù)人力資源與激勵(lì)不足、社區(qū)志愿服務(wù)相關(guān)政策與立法滯后、社區(qū)志愿服務(wù)對(duì)行政主導(dǎo)有“雙重”依賴�；诖苏J(rèn)識(shí),筆者提出了推動(dòng)株洲地區(qū)社區(qū)志愿服務(wù)發(fā)展環(huán)境工作、推動(dòng)株洲地區(qū)社區(qū)志愿志愿服務(wù)平臺(tái)工作、推動(dòng)株洲地區(qū)社區(qū)志愿服務(wù)“兩有”工作、推動(dòng)株洲地區(qū)社區(qū)志愿服務(wù)人才繼續(xù)教育工作、推動(dòng)株洲地區(qū)社區(qū)志愿服務(wù)組織能力建設(shè)工作發(fā)展對(duì)策。
[Abstract]:Since the 18th Party Congress, deepening the construction of mass spiritual civilization has become one of the regular work of the Party and the government. Propagandizing moral models, learning Lei Feng's spirit and developing voluntary service have become an important content of spiritual civilization construction, especially in community volunteer service. Various places have introduced volunteer service regulations, to volunteer registration, management, incentive to make further norms. As an important practical content in the public sphere, community voluntary service has accumulated rich experience and good social foundation all over the world. It is of positive significance for us to promote the standardization and systematization of community voluntary service by summing up and drawing on the experience of community voluntary service in western countries, especially in Hong Kong, Macao and Taiwan. It is of practical significance to improve the development ability and community voluntary service ability of community voluntary organizations at the grass-roots level. Zhuzhou is a key part of Changsha-Zhuzhou-Xiangtan urban agglomeration, which is one of the experimental areas for the comprehensive reform of the "two-type society" in China. The community volunteer service in Zhuzhou area develops with the whole development of Zhuzhou area. According to the statistics of Hunan Province volunteer service network, as of April 2017, there are 517488 registered volunteers and 1007 registered teams in Zhuzhou area. Between 2012 and 2015, 109 outstanding youth volunteer service collectives and 494 outstanding youth volunteers emerged in Zhuzhou City. The community voluntary service in Zhuzhou region injects fresh blood and infinite power into the implementation of socialist core values and the construction of social spiritual civilization in Zhuzhou area. Zhuzhou "two-type society", "civilized city", "four Zhuzhou" construction played a positive role. The purpose of this study is to understand the present situation of community voluntary service development in Zhuzhou, and to put forward suggestions on the construction of community voluntary service development in Zhuzhou area. The study found that the community voluntary service in Zhuzhou area still faces many difficulties, such as the wide orientation of community voluntary service organizations, the weak pertinence, the low degree of community voluntary service specialization and the narrow coverage; The incentive mechanism of community voluntary service is limited and the power source is insufficient; the driving force of community voluntary service is weak and the space is limited; the channel of community voluntary service resource is single and the sustainability is difficult. The reasons are mainly due to the insufficient capacity-building of community voluntary service organizations, the shortage of professional professionals of community voluntary service organizations, the insufficiency of human resources and incentives of community voluntary service, and the lag of policies and legislation related to community voluntary service. Community voluntary service has a "double" dependence on administrative leadership. Based on this understanding, the author proposes to promote the environmental work of community voluntary service development in Zhuzhou area, to promote the work of Zhuzhou community volunteer service platform, and to promote the "two-you" work of community voluntary service in Zhuzhou area. To promote the continuous education of community volunteer service talents in Zhuzhou area and to promote the development of capacity building of community voluntary service organization in Zhuzhou area.
