【摘要】：公共服務作為政府的一項重要職能,應由政府發(fā)揮主導作用,從責任范圍來劃分,農(nóng)民工基本公共服務應由政府承擔,但非基本公共服務可由市場和社會來運作,因此要處理好政府的主導作用、市場的資源配置作用和社會的補充作用三者之間的關(guān)系,在市場對資源優(yōu)化配置發(fā)揮決定性作用的同時,充分發(fā)揮政府、社會在農(nóng)民工公共服務中的作用,努力形成政府、市場和社會三者之間的新型協(xié)同互動和有效合作機制。
[Abstract]:As an important function of government, public service should be divided from the scope of responsibility by the leading role of the government. The basic public service of migrant workers should be undertaken by the government, but the non-basic public service can be operated by the market and the society. Therefore, it is necessary to properly handle the relationship between the leading role of the government, the role of the market in allocating resources and the complementary role of the society, so as to give full play to the government while the market plays a decisive role in the optimal allocation of resources. The role of society in the public service of migrant workers, and try to form a new type of cooperative interaction and effective cooperative mechanism among government, market and society.
