【摘要】：新中國成立以來,信訪制度在不同歷史時期和發(fā)展階段均發(fā)揮了重要作用。當前,我國改革進入攻堅期和深水區(qū),加強和改進信訪工作,使之與國家治理體系和治理能力現(xiàn)代化相適應,顯得尤為必要和迫切。本文著眼于國家治理大局,嘗試突破行業(yè)局限,以更高的站位、更寬的視野來客觀地分析和研究信訪工作。通過認真研讀馬列主義著作,閱讀一些國家治理方面的理論專著和信訪工具書,對部分信訪工作資料、典型案例及相關數(shù)據(jù)進行歸納,結合多年基層和信訪工作經(jīng)驗,本文梳理出當前信訪運行、考核、監(jiān)督問責、隊伍建設等機制建設方面存在的問題,認真分析原因,提出了框架性建議。在頂層設計上,主張界定信訪邊界,使信訪職能回歸本真;以法治思維和法治方式規(guī)制信訪,將信訪事項納入法治化軌道解決。在工作運行上,寄望強化黨員干部的宗旨意識,切實提升政府和司法公信力;改進信訪工作方式,強化信訪源頭治理、綜合治理、多中心治理。在工作保障上,呼吁完善科學的信訪工作考評制度,形成正確導向;構建高效的信訪督查機制和多元化監(jiān)督體系,把信訪納入巡視范圍;切實加強信訪干部隊伍建設,健全完善競爭激勵機制。從而推進信訪改革和法治信訪建設進程,促進社會的公平正義、和諧穩(wěn)定。
[Abstract]:Since the founding of New China, the petition system has played an important role in different historical periods and stages of development. At present, it is necessary and urgent to strengthen and improve the work of letters and visits in order to adapt to the modernization of national governance system and governance ability. This paper focuses on the overall situation of national governance, tries to break through the limitations of the industry, and objectively analyzes and studies the work of letters and visits with a higher position and a wider vision. Through careful study of Marxism-Leninist works, reading some theoretical monographs and reference books on the governance of the country, summarizing some of the work materials, typical cases and related data, and combining with years of grass-roots and petition work experience, This paper combs out the problems existing in the current mechanism construction such as the operation of letters and visits, examination, supervision and accountability, team building, etc., analyzes the reasons carefully, and puts forward some frame suggestions. In the top-level design, it is advocated to define the boundary of letters and visits, to make the function of letters and visits return to the true, to regulate the letters and visits by the way of rule of law, and to bring the matter of letters and visits into the track of rule of law. In the operation of the work, we hope to strengthen the party members and cadres' sense of purpose, to improve the credibility of the government and the judiciary, to improve the working methods of letters and visits, to strengthen the management of the source of letters and visits, to comprehensively manage them, and to administer them in a multi-centered manner. In terms of job security, it calls for the improvement of the scientific system of appraising and evaluating the work of letters and visits, the formation of correct guidance, the construction of an efficient mechanism for the supervision of letters and visits and the pluralistic supervision system, and the inclusion of letters and visits in the scope of the inspection. We will strengthen the building of the contingent of petition cadres and improve the competitive incentive mechanism. In order to promote the reform of petition and rule of law petition construction process, promote social fairness and justice, harmony and stability.
