【摘要】：現(xiàn)代農(nóng)機(jī)合作社作為一種新型的農(nóng)村經(jīng)濟(jì)組織形式,立足于農(nóng)業(yè)產(chǎn)業(yè)化、規(guī)�；C(jī)械化發(fā)展,帶動農(nóng)村經(jīng)濟(jì)體制改革,起到了改善土壤地力、增加糧食產(chǎn)量、增加農(nóng)民收入和促進(jìn)農(nóng)村土地流轉(zhuǎn)的作用。然而,因其“民用、民管、民受益”的初衷,制度設(shè)計上的定位就使它在發(fā)揮正外部性的同時,以其損失的效率作為代價,這就需要政府的介入去通過政策補(bǔ)貼、扶持與服務(wù)等手段對農(nóng)機(jī)合作社進(jìn)行補(bǔ)償。國家對每家現(xiàn)代農(nóng)機(jī)合作社配備1000萬的現(xiàn)代農(nóng)機(jī)設(shè)備,其中政府出資在60%-70%,這就需要政府部門對其進(jìn)行規(guī)范監(jiān)督,使其真正發(fā)揮效益。但是,農(nóng)機(jī)合作社是一個獨立的組織,政府干預(yù)又不能越位,故政府應(yīng)如何介入對農(nóng)機(jī)合作社進(jìn)行管理,是本研究的最終目的所在。從2003年至2014年末,黑龍江省成立了1162家現(xiàn)代農(nóng)機(jī)專業(yè)合作社,由于政府投資金額巨大,故黑龍江省現(xiàn)代農(nóng)機(jī)合作社都是在政府推動下成立和運(yùn)作的,但在管理現(xiàn)代農(nóng)機(jī)合作社過程中,政府工作也暴露出許多問題。因此,基于對黑龍江省省農(nóng)機(jī)局、4個縣的農(nóng)技推廣中心和農(nóng)機(jī)局以及經(jīng)管站、44家現(xiàn)代農(nóng)機(jī)合作社調(diào)研的基礎(chǔ)上,研究黑龍江省現(xiàn)代農(nóng)機(jī)合作社在運(yùn)營過程中政府如何介入、發(fā)揮什么作用、進(jìn)行怎樣的管理,在總結(jié)分析后提出政府如何加強(qiáng)和改進(jìn)管理方式、方法,對指導(dǎo)黑龍江省現(xiàn)代農(nóng)機(jī)合作社方面的生產(chǎn)實踐具有重大的現(xiàn)實意義。同時,《農(nóng)民專業(yè)合作社法》在政府履行監(jiān)督職能方面的條文是缺失的,本研究可為法律修訂方面提供參考。本研究運(yùn)用文獻(xiàn)研究、典型分析、實證分析等方法,以政府部門為研究對象,同時明晰參與管理農(nóng)機(jī)合作社的部門及政府管理工作內(nèi)容以及方法,旨在更好的確定政府管理行為邊界,為優(yōu)化政府管理農(nóng)機(jī)合作社提出對策建議。全文主要有五個部分,具體內(nèi)容與結(jié)構(gòu)如下:第二章對現(xiàn)代農(nóng)機(jī)合作社、政府進(jìn)行了概念的界定,同時對合作社中政府作用的相關(guān)理論進(jìn)行闡述,為文章提供理論和論述范圍依據(jù);第三章總結(jié)出黑龍江省現(xiàn)代農(nóng)機(jī)合作社政府管理的現(xiàn)狀以及績效,真實反映黑龍江省現(xiàn)代農(nóng)機(jī)合作社運(yùn)營過程中政府各部門對其的監(jiān)督、指導(dǎo)、服務(wù)工作和取得的成效;第四章通過對政府工作評價情況問卷的實證分析,判斷現(xiàn)代農(nóng)機(jī)合作社管理者對政府哪些工作滿意、對政府哪些部門的服務(wù)滿意;第五章結(jié)合三、四章的數(shù)據(jù)、現(xiàn)狀及結(jié)果,分析黑龍江省政府部門在管理現(xiàn)代農(nóng)機(jī)合作社方面存在的問題;最后第六章提出完善政府管理的對策建議,即強(qiáng)化政府管理體系內(nèi)部建設(shè)、健全針對現(xiàn)代農(nóng)機(jī)合作社的法律及規(guī)章制度建設(shè)、創(chuàng)新服務(wù)現(xiàn)代農(nóng)機(jī)合作社的組織形式、對現(xiàn)代農(nóng)機(jī)合作社進(jìn)行定向培訓(xùn)、加強(qiáng)科技與生產(chǎn)的聯(lián)系。
[Abstract]:As a new form of rural economic organization, modern agricultural machinery cooperatives are based on the industrialization, scale and mechanization of agriculture and promote the reform of the rural economic system, thus improving soil fertility and increasing grain production. Increase farmer income and promote the role of rural land circulation. However, because of its original intention of "civilian use, civil administration, and the benefit of the people", the positioning of the system design makes it play a positive externality while at the expense of its lost efficiency. This requires the government's intervention to pass policy subsidies. Support and service and other means of agricultural machinery cooperatives to compensate. Every modern agricultural machinery cooperative is equipped with 10 million modern agricultural machinery equipment, in which the government contributes between 60 and 70, which requires government departments to regulate its supervision, so that it can really bring into full play its benefits. However, agricultural machinery cooperative is an independent organization, and government intervention can not be offside, so how the government should intervene in the management of agricultural machinery cooperative is the ultimate purpose of this study. From 2003 to the end of 2014, 1162 modern agricultural machinery cooperatives were set up in Heilongjiang Province. Due to the huge amount of government investment, modern agricultural machinery cooperatives in Heilongjiang Province were established and operated under the impetus of the government. However, in the management of modern agricultural machinery cooperatives, government work also exposed many problems. Therefore, based on the investigation and investigation of Heilongjiang Provincial Bureau of Agricultural Machinery, the Agricultural Technology extension Center and Agricultural Machinery Bureau of 4 counties and the management station, 44 modern agricultural machinery cooperatives, the paper studies how the government gets involved in the operation of the modern agricultural machinery cooperative in Heilongjiang Province. It is of great practical significance to guide the production practice of modern agricultural machinery cooperatives in Heilongjiang Province by putting forward how to strengthen and improve the management methods and methods after summing up and analyzing what role and how to manage. At the same time, the provisions of the Law on Farmers' Professional Cooperatives in performing the supervisory function of the government are missing, and this study can provide a reference for the revision of the law. This study uses literature research, typical analysis, empirical analysis and other methods, taking the government departments as the research object, and at the same time clarifying the contents and methods of the departments and government management work involved in the management of agricultural machinery cooperatives. The purpose of this paper is to determine the boundary of government management behavior better and put forward countermeasures and suggestions for optimizing government management of agricultural machinery cooperatives. There are five parts in this paper. The concrete content and structure are as follows: the second chapter defines the concept of modern agricultural machinery cooperatives, and at the same time expounds the relevant theories of the role of government in cooperatives. To provide theoretical and theoretical basis for the scope of discussion; The third chapter summarizes the current situation and performance of the government management of modern agricultural machinery cooperatives in Heilongjiang Province, which truly reflects the supervision, guidance, service work and results achieved by various government departments in the process of operation of modern agricultural machinery cooperatives in Heilongjiang Province. The fourth chapter through the empirical analysis of the evaluation of government work, to determine which modern agricultural machinery cooperative managers are satisfied with the work of the government, which government departments are satisfied with the service; The fifth chapter combines the data of the third and fourth chapters, the present situation and the result, analyzes the problems existing in the management of the modern agricultural machinery cooperative in Heilongjiang provincial government department; Finally, the sixth chapter puts forward the countermeasures and suggestions to perfect the government management, that is, to strengthen the internal construction of the government management system, to perfect the construction of the laws and regulations for the modern agricultural machinery cooperatives, and to innovate the organization forms of serving the modern agricultural machinery cooperatives. To the modern agricultural machinery cooperative to carry on the directional training, strengthens the science and technology and the production connection.
