【摘要】：戶籍人口城鎮(zhèn)化直接反映著城鎮(zhèn)化的健康程度和社會可持續(xù)發(fā)展水平,而完善的公共服務(wù)體制是人口城鎮(zhèn)化的核心要素,與人口城鎮(zhèn)化水平和結(jié)構(gòu)相適應(yīng)的基本公共服務(wù)體系是影響城鎮(zhèn)化順利轉(zhuǎn)型的重要條件。本文以浙江省11個地市為例,運用耦合協(xié)調(diào)度模型,分析了2007年以來戶籍人口城鎮(zhèn)化與基本公共服務(wù)水平之間的關(guān)系特征,并發(fā)現(xiàn),戶籍人口城鎮(zhèn)化水平與基本公共服務(wù)的可及性和可獲得性密切相關(guān),城鎮(zhèn)化的重難點在于改革公共服務(wù)體制。要改變城鎮(zhèn)化過程中農(nóng)業(yè)勞動力的非農(nóng)化轉(zhuǎn)移和人口布局,關(guān)鍵是推進基本公共服務(wù)的有效供給和均等化,優(yōu)化城市空間布局和基本公共服務(wù)資源的空間配置,進一步加快戶籍制度改革,創(chuàng)新公共服務(wù)供給方式,建立結(jié)果為導(dǎo)向的公共服務(wù)評價體系,加大社會公眾對公共服務(wù)評價的影響權(quán)重,真正實現(xiàn)基本公共服務(wù)在地區(qū)之間和群體之間的均衡配置。
[Abstract]:The urbanization of registered permanent residence population directly reflects the healthy degree of urbanization and the level of social sustainable development, and the perfect public service system is the core element of urbanization. The basic public service system adapted to the level and structure of population urbanization is an important condition for the smooth transformation of urbanization. Taking 11 cities in Zhejiang Province as an example, this paper analyzes the relationship between urbanization and basic public service level of household registration population since 2007 by using coupling coordination degree model, and finds out that, The urbanization level of household registration population is closely related to the accessibility and availability of basic public services. The most important difficulty of urbanization lies in the reform of public service system. In order to change the non-agricultural transfer and population distribution of agricultural labor force in the process of urbanization, the key is to promote the effective supply and equalization of basic public services, and to optimize the spatial distribution of urban space and the spatial allocation of basic public service resources. Further speeding up the reform of the household registration system, innovating the mode of public service supply, establishing a result-oriented public service evaluation system, increasing the weight of the public's influence on the public service evaluation, Truly realize the balanced allocation of basic public services between regions and groups.
