【摘要】：在社會(huì)主義現(xiàn)代化建設(shè)和改革開(kāi)放發(fā)展的進(jìn)程中,離退休干部是黨和國(guó)家的珍貴財(cái)富,他們盡己所能,為黨的事業(yè)和廣大人民做貢獻(xiàn)。隨著我國(guó)老齡化問(wèn)題的日益嚴(yán)峻,國(guó)家倡導(dǎo)“積極老齡化”,將老年人對(duì)社會(huì)發(fā)展的積極影響最大化。同時(shí)老年人在自身物質(zhì)和精神方面的需求也愈來(lái)愈多。而作為老年人群體中的特殊群體—離退休干部,他們的發(fā)展需求也日益增多。充分發(fā)揮老干部的積極作用,支持和鼓勵(lì)離退休老干部?jī)r(jià)值實(shí)現(xiàn),不僅能解決社會(huì)上存在的很多問(wèn)題,還可以為社會(huì)營(yíng)造良好氛圍、創(chuàng)造更多寶貴的財(cái)富。隨著我國(guó)市場(chǎng)經(jīng)濟(jì)的不斷發(fā)展,經(jīng)濟(jì)體制改革、社會(huì)結(jié)構(gòu)不斷深化,人們的思想觀念的不斷轉(zhuǎn)變,離退休干部群體的思想狀況、生活方式都產(chǎn)生了新變化。在老干部發(fā)揮其積極作用過(guò)程中也出現(xiàn)了新的問(wèn)題,限制了離退休干部?jī)r(jià)值的實(shí)現(xiàn)。本文首先對(duì)當(dāng)前國(guó)內(nèi)外有關(guān)離退休干部的相關(guān)文獻(xiàn)資料進(jìn)行梳理,整理出當(dāng)前已有的文獻(xiàn)資料中對(duì)國(guó)內(nèi)外發(fā)揮離退休干部作用的現(xiàn)狀和存在的問(wèn)題,并以江蘇省C市離退休干部為對(duì)象開(kāi)展調(diào)查研究,對(duì)老干部發(fā)揮余熱、價(jià)值實(shí)現(xiàn)的相關(guān)情況進(jìn)行實(shí)證分析,分析了離退休干部在價(jià)值實(shí)現(xiàn)過(guò)程中存在的問(wèn)題,并且深入研究了問(wèn)題背后形成的原因,結(jié)合現(xiàn)狀中存在的問(wèn)題和制約條件提出相應(yīng)的解決方案。從問(wèn)卷結(jié)果分析出制約離退休干部的價(jià)值實(shí)現(xiàn)的主要因素是思想觀念的約束、社會(huì)以及原單位缺乏有組織的開(kāi)發(fā)、缺少價(jià)值實(shí)現(xiàn)的平臺(tái)以及有效的信息渠道、缺乏健全的制度保障等,然后有針對(duì)性的提出了促進(jìn)離退休干部?jī)r(jià)值實(shí)現(xiàn)的對(duì)策與建議,包括通過(guò)健全法律法規(guī)以及宣傳典型以改善老干部?jī)r(jià)值實(shí)現(xiàn)的社會(huì)環(huán)境;建強(qiáng)離退休老干部?jī)r(jià)值實(shí)現(xiàn)的平臺(tái),做好組織安排工作;大力支持和豐富離退休干部的價(jià)值實(shí)現(xiàn)的方式,如老年大學(xué)、老年社會(huì)文藝團(tuán)體組織和老年志愿服務(wù)組織的建立和完善等等。
[Abstract]:In the course of socialist modernization and the development of reform and opening up, retired cadres are the precious wealth of the Party and the state, and they do their best to contribute to the cause of the Party and to the broad masses of the people. With the aging problem becoming more and more serious in China, the government advocates "active aging" and maximizes the positive influence of the elderly on social development. At the same time, the elderly in their own material and spiritual needs are also increasing. As a special group-retired cadres in the elderly group, their development needs are also increasing. Giving full play to the positive role of old cadres and supporting and encouraging the value realization of retired cadres can not only solve many problems existing in society, but also create a good atmosphere and create more valuable wealth for the society. With the continuous development of market economy, the reform of economic system, the deepening of social structure, the constant change of people's ideology and concept, the ideological situation and life style of retired cadres, new changes have taken place in our country. In the process of exerting its positive role, old cadres also appear new problems, which limit the realization of retired cadres' value. This paper firstly combs the relevant literature about retired cadres at home and abroad, and collates the current situation and existing problems of the existing literature on the role of retired cadres at home and abroad. Taking retired cadres in C City of Jiangsu Province as the object of investigation and research, this paper makes an empirical analysis on the relevant situation of the old cadres' exertion of surplus heat and the realization of their value, and analyzes the problems existing in the process of realizing the value of retired cadres. And the reasons behind the problem are deeply studied, and the corresponding solutions are put forward in combination with the existing problems and constraints. From the results of the questionnaire, the main factors restricting the value realization of retired cadres are the restriction of ideology, the lack of organized development in the society and the original units, the lack of a platform for value realization and the effective information channels. Lack of a sound system of protection, and then targeted to promote the value of retired cadres to achieve the countermeasures and suggestions, including the sound of laws and regulations and publicity of the typical to improve the social environment to achieve the value of veteran cadres; Build a platform for the realization of the value of retired cadres, do a good job in organizing and arranging the work, vigorously support and enrich the ways of realizing the value of retired cadres, such as universities for the elderly, The establishment and perfection of literary and artistic organizations and voluntary service organizations for the elderly.
