【摘要】：近幾年,省直管縣改革向縱深推進,取得突破性進展,政策紅利日益顯現(xiàn)。但省直管縣改革在發(fā)展定位、改革動力、實踐方式、市縣間關(guān)系處理等方面也面臨著諸多問題。深入推進省直管縣改革,需要著眼于新型城鎮(zhèn)化這一大的時代背景,明晰其助力縣域就地城鎮(zhèn)化的定位;加快頂層制度設(shè)計,完善配套制度與工作機制;結(jié)合地方經(jīng)濟社會發(fā)展實際,構(gòu)建省直管縣改革的多元實踐形式;協(xié)調(diào)利益關(guān)系,構(gòu)建市縣政府合作共享發(fā)展的新機制。
[Abstract]:In recent years, the provincial direct-run county reform to promote in depth, achieved breakthrough, policy dividend is increasingly apparent. However, there are many problems in the development orientation, reform motive force, practice mode and the handling of the relationship between cities and counties. In order to promote the reform of the county directly in charge of the province, it is necessary to focus on the background of the new type of urbanization, to make clear the orientation of the local urbanization in the county, to speed up the design of the top-level system, and to perfect the supporting system and working mechanism. Combining with the reality of local economic and social development, this paper constructs the pluralistic practical form of provincial direct administration of county reform, coordinates the interest relationship, and constructs a new mechanism for the cooperation and sharing of development between city and county governments.
