【摘要】：隨著我國(guó)行政體制改革的深入,政府承擔(dān)的社會(huì)管理和公共服務(wù)職能逐漸下沉,基層行政機(jī)關(guān)在經(jīng)濟(jì)社會(huì)發(fā)展中扮演的角色越來越重,為適應(yīng)發(fā)展變化的新形勢(shì),鄉(xiāng)鎮(zhèn)政府必須不斷加強(qiáng)行政效能建設(shè),提升行政效率。然而鄉(xiāng)鎮(zhèn)政府在行政管理中卻面對(duì)諸多歷史遺留問題和新時(shí)期出現(xiàn)的現(xiàn)實(shí)問題,短時(shí)期內(nèi)想要通過行政體制改革解決這些問題是非常困難的,這就需要我們從實(shí)際出發(fā),研究如何通過應(yīng)用先進(jìn)的科學(xué)管理方法提升鄉(xiāng)鎮(zhèn)政府行政效率。本文首先結(jié)合課題研究背景、目的和意義,以及國(guó)內(nèi)外研究情況,提出研究目標(biāo)與方法,接著簡(jiǎn)述工業(yè)工程的基本理論,并著重介紹適用于提升鄉(xiāng)鎮(zhèn)政府行政效率的方法,最后根據(jù)政府行政管理現(xiàn)狀,一方面應(yīng)用5S現(xiàn)場(chǎng)管理方法和人因工程方法對(duì)Z鎮(zhèn)政府辦公環(huán)境進(jìn)行梳理和分析,針對(duì)問題突出且極具代表性的領(lǐng)導(dǎo)辦公室、黨政綜合辦公室、武裝部辦公室和農(nóng)業(yè)技術(shù)服務(wù)中心進(jìn)行研究;另一方面應(yīng)用5W2H方法、ESIA分析法和ECRS分析法對(duì)Z鎮(zhèn)政府便民服務(wù)中心工作流程進(jìn)行改造,最終通過改善辦公環(huán)境、培養(yǎng)辦公習(xí)慣、優(yōu)化行政流程達(dá)到提升行政效率的目標(biāo)。本論文研究和應(yīng)用的提升行政管理效率的方法,經(jīng)過成效分析和經(jīng)驗(yàn)總結(jié),希望能給有關(guān)的管理人員和研究人員在理論研究及實(shí)際操作上有所幫助。
[Abstract]:With the deepening of China's administrative system reform, the social management and public service functions undertaken by the government are gradually sinking, and the role played by grass-roots administrative organs in economic and social development is becoming more and more important, in order to adapt to the new situation of development and change. Township governments must constantly strengthen the construction of administrative efficiency and enhance administrative efficiency. However, township governments are faced with many problems left over from history and realistic problems in the new period. It is very difficult for township governments to solve these problems through the reform of the administrative system in a short period of time, which requires us to proceed from the reality. This paper studies how to improve the administrative efficiency of township government by applying advanced scientific management methods. In this paper, the background, purpose and significance of the research, as well as the research situation at home and abroad, put forward the research objectives and methods, then briefly described the basic theory of industrial engineering, and emphatically introduced the methods suitable for improving the administrative efficiency of township government. Finally, according to the current situation of government administration, on the one hand, applying 5S field management method and human engineering method to comb and analyze the Z township government office environment, aiming at the outstanding problems and very representative leadership office, the party and government comprehensive office. On the other hand, the 5W2H method, ESIA analysis method and ECRS analysis method were used to transform the working process of the Z township government convenience service center, and finally, through improving the office environment, the office habits were cultivated. Optimize administrative process to achieve the goal of improving administrative efficiency. This paper studies and applies the method of improving the efficiency of administrative management, through the analysis of effectiveness and the summary of experience, it is hoped that it will be helpful to the managers and researchers concerned in the theoretical research and practical operation.
