【摘要】：20世紀(jì)50年代末以來,我國西部地區(qū)生態(tài)環(huán)境急劇惡化,游牧民定居成為社會(huì)關(guān)注的熱點(diǎn)。甘南是由內(nèi)地過渡到西藏的重要中間地帶,解決好其境內(nèi)游牧民定居問題,關(guān)系到我國的邊疆安全。而我國傳統(tǒng)游牧生產(chǎn)的局限性、以碌曲為代表的西部草原生態(tài)的持續(xù)惡化以及藏族游牧民向往更好生活的愿望都凸顯了游牧民定居的現(xiàn)實(shí)意義,無論是生態(tài)意義、社會(huì)效益,還是經(jīng)濟(jì)效能。草原生態(tài)失衡的現(xiàn)狀與游牧民定居政策的博弈,只有在定居后游牧民生活改善、草原生態(tài)得以恢復(fù)中才能得到完美結(jié)局。
[Abstract]:Since the late 1950s, the ecological environment in western China has deteriorated rapidly, and nomadic settlement has become a hot spot of social concern. Gannan is an important intermediate zone from the mainland to Tibet. To solve the settlement problem of nomadic herdsmen in Gannan is related to the security of our border area. However, the limitation of traditional nomadic production in our country, the continuous deterioration of grassland ecology in the west represented by Luqu, and the desire of Tibetan nomads to live a better life all highlight the realistic significance of nomadic settlement, whether it is ecological significance, social benefit, etc. Or economic efficiency. The game between the present situation of grassland ecological imbalance and the settlement policy of nomadic herdsmen can get a perfect ending only when the life of nomadic herdsmen improves after settlement and the grassland ecology can be restored.
