【摘要】：應急行動方案制定是應急響應的關(guān)鍵環(huán)節(jié),其本質(zhì)是應急指揮部門根據(jù)獲取的應急信息,對錯綜復雜的應急態(tài)勢進行綜合研判,根據(jù)各相關(guān)部門的應急領域知識,識別應急目標,并制定相應的行動方案。本文分析了應急響應決策過程,定義了這一過程涉及到的關(guān)鍵要素,定義了應急行動方案制定決策問題。在此基礎上,分析了應急行動方案制定方法的相關(guān)研究,提出基于層次任務網(wǎng)絡(HTN)規(guī)劃的應急行動方案制定方法,著重探討了在應急領域中運用HTN規(guī)劃方法所要解決的關(guān)鍵科學問題,為HTN在應急領域的應用構(gòu)建了較完整的理論框架,為今后的相關(guān)研究提供可借鑒的思路。
[Abstract]:The formulation of emergency action plan is the key link of emergency response. Its essence is that the emergency command department synthetically assesses the complex emergency situation according to the emergency information obtained, and according to the relevant departments' knowledge of emergency response field, Identify emergency targets and develop action plans. In this paper, the decision-making process of emergency response is analyzed, the key elements involved in the process are defined, and the decision making problem of emergency action scheme is defined. On this basis, this paper analyzes the relevant research of emergency action plan formulation method, and puts forward the emergency action plan formulation method based on hierarchical task network (HTN) planning. This paper focuses on the key scientific problems to be solved by using HTN planning method in the emergency response field, constructs a relatively complete theoretical framework for the application of HTN in the emergency field, and provides some useful ideas for future research.
