【摘要】：城市化所引發(fā)的人口與資源流動是空前的,相應(yīng)的公共服務(wù)的真實需求也高度變動不居,而過度向上集權(quán)的政府管理體制則導(dǎo)致公共服務(wù)與變動不居的真實需求嚴重脫節(jié)。"人地錢"掛鉤正是在此背景下提出的,也會在相當(dāng)程度上緩解上述問題,但卻難以從根本上解決。應(yīng)在法治的框架下,在確保中央權(quán)威、保障法制統(tǒng)一、落實必要的中央事權(quán)的同時,合理地放權(quán)于地方,使當(dāng)?shù)孛癖娨婪▽Φ胤焦仓卫硐碛斜匾淖灾餍�。唯�?才能確保公共服務(wù)與城市化對于公共服務(wù)的動態(tài)需求相契合,才能從根本上破解"放亂收死"的兩難。這也同時是治理現(xiàn)代化的重要課題。
[Abstract]:The flow of population and resources caused by urbanization is unprecedented, the corresponding real demand for public services is also highly changeable, and the excessive upward centralization of the government management system leads to a serious disconnection between public services and the changing real demand. " It is against this background that the "man and land money" linkage is put forward and will alleviate the above problems to a considerable extent, but it is difficult to solve the problem fundamentally. Under the framework of the rule of law, while ensuring the authority of the central government, ensuring the unity of the legal system, and implementing the necessary central authority, the local people should reasonably delegate power to the local authorities, so that the local people can enjoy the necessary autonomy over local public administration according to law. Only in this way can we ensure that the public service and the urbanization of the dynamic demand for public services coincide, and can fundamentally solve the dilemma of "letting go and dying". This is also an important subject of governance modernization.
