陽西縣社會(huì)組織現(xiàn)狀及對(duì)策研究

【摘要】：健全社會(huì)組織,增強(qiáng)服務(wù)社會(huì)功能,這是黨和國家完善社會(huì)管理體系,構(gòu)建和諧社會(huì)戰(zhàn)略目標(biāo)的一項(xiàng)重要任務(wù)。近年來,社會(huì)組織在我國珠三角、長三角以及東北等發(fā)達(dá)地區(qū)和城市中大量涌現(xiàn),尤其是毗鄰香港的深圳、廣州等沿海城市發(fā)展基礎(chǔ)較好,發(fā)展勢(shì)頭較猛,同時(shí)也積累了一定好的經(jīng)驗(yàn)做法。作為欠發(fā)達(dá)地區(qū)的陽西縣,不僅經(jīng)濟(jì)社會(huì)民生事業(yè)滯后于發(fā)達(dá)地區(qū),而且社會(huì)組織起步晚,發(fā)展緩慢,目前仍處于發(fā)展的初級(jí)階段,并且在經(jīng)費(fèi)、思想觀念、體制機(jī)制、配套政策以及人員素質(zhì)等方面還存在許多亟待解決的問題。研究陽西縣社會(huì)組織的現(xiàn)狀,可以從中找出存在的問題,找出陽西縣社會(huì)組織的健康有序發(fā)展的對(duì)策,充分發(fā)揮社會(huì)組織在社會(huì)主義現(xiàn)代化建設(shè)的積極作用。本文通過收集陽西縣民政局和社工委內(nèi)部詳細(xì)資料,以及對(duì)陽西縣本級(jí)社會(huì)組織進(jìn)行調(diào)查研究,當(dāng)中采用了實(shí)地調(diào)研、訪談等方法,分別對(duì)學(xué)術(shù)性社團(tuán)、行業(yè)協(xié)會(huì)商會(huì)、民辦非企業(yè)單位等社會(huì)組織進(jìn)行深入調(diào)查研究,走訪有關(guān)部門廣泛聽取有關(guān)意見,并通過收集的資料進(jìn)行整合并分析,再經(jīng)過理論整合而形成。當(dāng)前陽西縣社會(huì)組織的發(fā)展和珠三角地區(qū)相比處于初級(jí)階段,對(duì)社會(huì)組織的管理也不夠規(guī)范。筆者試圖以陽西縣社會(huì)組織發(fā)展現(xiàn)狀作為研究對(duì)象,立足縣域?qū)嶋H,理論聯(lián)系實(shí)際,對(duì)陽西縣社會(huì)組織現(xiàn)狀進(jìn)行調(diào)查研究,挖掘存在的主要問題及分析問題原因,,從而提出相應(yīng)的對(duì)策和建議,希望能夠?yàn)殛栁骺h的社會(huì)組織建設(shè)和管理起到參考的作用和對(duì)其他欠發(fā)達(dá)地區(qū)的社會(huì)組織工作有借鑒作用。
[Abstract]:It is an important task for the Party and the country to perfect the social management system and construct the strategic goal of a harmonious society by improving the social organization and enhancing the function of serving the society. In recent years, social organizations have sprung up in large numbers in developed areas and cities such as the Pearl River Delta, the Yangtze River Delta and the Northeast of China, especially in the coastal cities of Shenzhen and Guangzhou, which are adjacent to Hong Kong. At the same time also accumulated certain good experience and practice. Yangxi County, as an underdeveloped region, not only lags behind the developed areas in economic, social and livelihood undertakings, but also has a late start and slow development of social organizations. It is still in the primary stage of development, and is still in the funding, ideological, and institutional mechanisms. There are still many problems to be solved in supporting policies and personnel quality. By studying the present situation of the social organizations in Yangxi County, we can find out the existing problems, find out the countermeasures for the healthy and orderly development of the social organizations in Yangxi County, and give full play to the positive role of the social organizations in the construction of socialist modernization. Through collecting the detailed internal data of the Bureau of Civil Affairs of Yangxi County and the Commission of Social work, as well as investigating and studying the social organizations at the corresponding level in Yangxi County, this article adopts the methods of field investigation and interview, respectively, to the academic associations and trade associations chambers of commerce. Non-governmental non-enterprise units and other social organizations conduct in-depth investigation and study, visit relevant departments to extensively listen to the relevant opinions, and through the collection of data for integration and analysis, and then formed through theoretical integration. At present, the development of social organization in Yangxi County is in the primary stage compared with the Pearl River Delta area, and the management of the social organization is not standardized. The author tries to take the present situation of social organization development in Yangxi County as the research object, based on the reality of the county, combining theory with practice, to investigate and study the present situation of social organization in Yangxi County. This paper excavates the main problems and analyzes the causes of the problems, and puts forward the corresponding countermeasures and suggestions, hoping to play a reference role in the construction and management of social organizations in Yangxi County and the work of social organizations in other underdeveloped areas.
