【摘要】：作為一種不期而至的天氣現(xiàn)象,霧霾近年來被人們所熟知,成為眾人關注的焦點。霧霾危害帶來的嚴重后果,讓中國許多城市的居民陷入了恐慌。人們懼怕霧霾的“威力”,擔心“有毒空氣”的侵襲。霧霾“拜訪”了中國很多城市,每次出現(xiàn)都會持續(xù)一段時間,使大氣環(huán)境變得惡劣,嚴重影響人們的正常生活。2012年以來,中國許多地區(qū)多次遭遇霧霾侵襲,環(huán)境被嚴重污染。與全國其他城市一樣,江城武漢也多次出現(xiàn)嚴重霧霾天氣,環(huán)境空氣質(zhì)量情況同樣不容樂觀。面對這場不得不應戰(zhàn)的“霧霾戰(zhàn)爭”,武漢市政府面臨艱難的挑戰(zhàn),能否最終戰(zhàn)勝霧霾,還民“青山、碧水、藍天”,關鍵就看武漢市政府是否能直面現(xiàn)實,通過優(yōu)化政府行為手段和方式充分合理利用和協(xié)調(diào)資源,提供制度、技術和人才保障,發(fā)動全社會的力量打一場治理霧霾的“人民戰(zhàn)爭”。本文力圖從近年來武漢市政府治霾中的作為、空氣質(zhì)量變化情況及公眾對治霾效果的滿意水平三個維度,認識武漢市霧霾治理中的政府行為現(xiàn)狀,分析其中政府行為存在的問題及成因,探討如何進一步轉(zhuǎn)變和理順政府職能,尋找優(yōu)化政府行為的路徑,改善霧霾治理效果,降低行政成本,充分發(fā)揮政府作用。第一部分闡述本文研究背景、研究意義、國內(nèi)外研究現(xiàn)狀綜述、本文研究思路和研究方法、研究特色。第二部分界定與霧霾及其治理、政府行為相關的概念,概括霧霾的定義、霧霾治理概念和特征、政府行為的概念和內(nèi)涵,闡釋本文的理論基礎——新公共服務理論和網(wǎng)絡化治理理論。第三部分采取文獻查閱和問卷調(diào)查等研究方法,在文獻資料和調(diào)查結果的基礎上,對獲取的信息進行綜合分析,以客觀真實數(shù)據(jù)和信息作為論據(jù)支撐本文的研究,從而了解霧霾治理中的武漢市政府行為現(xiàn)狀。第四部分通過認識武漢市霧霾治理中的政府行為現(xiàn)狀,發(fā)現(xiàn)政府行為存在的問題,探究問題產(chǎn)生的原因,并敘述這些問題對武漢市霧霾治理造成的影響。第五部分介紹國外政府治理霧霾的成功經(jīng)驗,為武漢市政府在治理霧霾中提高績效、降低成本提供可資借鑒的方法和措施。第六部分根據(jù)前面政府行為內(nèi)容的探討和國外經(jīng)驗借鑒,提出優(yōu)化霧霾治理中政府行為的對策建議。
[Abstract]:As an unexpected weather phenomenon, haze has become the focus of attention in recent years. The serious consequences of the haze hazard have rattled residents in many cities in China. People fear the power of haze and the invasion of toxic air. Haze has visited many cities in China for a period of time each time it appears, making the atmosphere worse and seriously affecting people's normal lives. Since 2012, many parts of the country have been hit by haze and seriously polluted. Like other cities across the country, Jiangcheng Wuhan has also experienced severe haze weather many times, and the ambient air quality is also not optimistic. In the face of the "haze war" that has to be fought, the Wuhan municipal government is faced with a difficult challenge. Whether or not it can finally defeat haze and return the people to "green mountains, clear water, blue sky" depends on whether the Wuhan municipal government can face the reality directly. By optimizing the means and ways of government behavior to make full and reasonable use and coordination of resources, to provide system, technology and personnel security, and to mobilize the strength of the whole society to fight a "people's war" to govern the haze. In this paper, the author tries to understand the present situation of government behavior in haze control in Wuhan City from three dimensions: the action of controlling haze, the change of air quality and the level of public satisfaction with the effect of controlling haze in Wuhan City in recent years. This paper analyzes the problems and causes of government behavior, discusses how to further change and straighten out government functions, find ways to optimize government actions, improve the effect of haze governance, reduce administrative costs, and give full play to the role of government. The first part describes the research background, research significance, research status at home and abroad, research ideas and research methods, research characteristics. The second part defines the concepts related to haze and its governance, government behavior, the definition of haze, the concept and characteristics of haze governance, the concept and connotation of government behavior. Explain the theoretical basis of this paper-new public service theory and network governance theory. The third part adopts the research methods such as literature reference and questionnaire survey, on the basis of literature data and survey results, carries on the comprehensive analysis to the obtained information, taking objective and real data and information as the argument to support the research of this article. In order to understand the haze governance of Wuhan municipal government behavior status. In the fourth part, through understanding the current situation of government behavior in haze governance in Wuhan, the author finds out the problems existing in government behavior, explores the causes of the problems, and narrates the influence of these problems on the governance of haze in Wuhan. The fifth part introduces the successful experiences of foreign governments in governing haze, and provides the methods and measures for Wuhan municipal government to improve the performance and reduce the cost in the governance of haze. The sixth part puts forward the countermeasures and suggestions to optimize the government behavior in haze governance based on the discussion of the contents of the previous government behavior and the experience of foreign countries.
