【摘要】：城市化是推動(dòng)社會(huì)發(fā)展的重要力量之一,隨著城市化進(jìn)程的飛速發(fā)展,城市居民對(duì)原有城市公共品及更高層次城市公共品的需求也發(fā)生了巨大的變化。在這種形式下,傳統(tǒng)的以政府為主導(dǎo)進(jìn)行投資、生產(chǎn)、供給的公共品供給模式已經(jīng)遇到了困境,并已成為引發(fā)社會(huì)不穩(wěn)定的潛在因素和制約城市持續(xù)、健康、長(zhǎng)遠(yuǎn)發(fā)展的重要問(wèn)題。為了從根源探討解決城市公共品的供需均衡問(wèn)題,本文選取了需求導(dǎo)向這一新的視角,通過(guò)對(duì)城市居民的公共品需求的相關(guān)分析,借助于需求管理這一過(guò)程實(shí)現(xiàn)城市公共品的供需均衡。從而為城市的健康、持續(xù)發(fā)展提供一定幫助。了解城市公共品需求是實(shí)現(xiàn)城市公共品供需均衡的重要前提,因此本文首先對(duì)公共品、公共品需求的相關(guān)內(nèi)容進(jìn)行了概述,在此基礎(chǔ)上進(jìn)一步論證了公共品需求與城市產(chǎn)生、發(fā)展二者的關(guān)系,在辯證看待二者關(guān)系的同時(shí)本文也總結(jié)界定出城市公共品的概念及特性。隨后文章又深入分析了公共品需求層次、當(dāng)前城市公共品需求所處的層次以及影響需求層次的因素、城市公共品需求的滿足分析。這樣基本完成了對(duì)城市公共品需求的一個(gè)較為完整的分析。實(shí)現(xiàn)城市公共品供需均衡的必經(jīng)途徑就是在了解需求的基礎(chǔ)上,完成有效地公共品供給。本文在對(duì)城市公共品需求做了相應(yīng)分析后再次轉(zhuǎn)入現(xiàn)實(shí)視角,綜合分析研究了存在的公共品供給機(jī)制,深入研究了我國(guó)公共品供給機(jī)制的歷史演變、存在問(wèn)題及問(wèn)題產(chǎn)生原因。這樣文章基本就完成了對(duì)于城市公共品需求與供給的相關(guān)分析并客觀呈現(xiàn)出二者的對(duì)比之勢(shì),需求與供給存在何種差距?二者如何達(dá)成均衡?文章的最后一章既是順應(yīng)行文思路對(duì)前文呈現(xiàn)問(wèn)題的探討,更是研究主題的最終升華,著力分析怎么樣通過(guò)完善的需求管理過(guò)程來(lái)構(gòu)建理想的城市公共品供給機(jī)制。該部分通過(guò)對(duì)城市公共品需求表達(dá)、城市公共品需求識(shí)別及城市公共品供給決策與執(zhí)行這樣三個(gè)方面的闡述,來(lái)呈現(xiàn)出了怎樣構(gòu)建以需求為導(dǎo)向的城市公共品供給模式,從而實(shí)現(xiàn)供需均衡。
[Abstract]:Urbanization is one of the important forces to promote social development. With the rapid development of urbanization, the demand of urban residents for the original urban public goods and higher levels of urban public goods has also undergone tremendous changes. In this form, the traditional mode of public goods supply, which is dominated by the government for investment, production and supply, has encountered difficulties, and has become a potential factor of social instability and a constraint on the sustainability and health of the city. The important issue of long-term development. In order to solve the problem of supply and demand balance of urban public goods from the root, this paper selects the new angle of view of demand-oriented, through the analysis of the demand of public goods of urban residents. By means of the process of demand management, the supply and demand balance of urban public goods is realized. In order to provide certain help for the health and sustainable development of the city. Understanding the demand for urban public goods is an important prerequisite to realize the balance between supply and demand of urban public goods. Therefore, this paper first summarizes the relevant contents of public goods and public goods demand, and then further demonstrates the public goods demand and the generation of the city. Developing the relationship between the two, this paper also summarizes and defines the concept and characteristics of urban public goods. Then the paper deeply analyzes the demand level of public goods, the level of the demand for urban public goods and the factors affecting the demand level, and analyzes the satisfaction of the demand for urban public goods. This basically completes a relatively complete analysis of the demand for urban public goods. The only way to realize the balance between supply and demand of urban public goods is to complete the effective supply of public goods on the basis of understanding demand. After making a corresponding analysis on the demand of urban public goods, this paper turns to the realistic angle of view again, comprehensively analyzes and studies the existing public goods supply mechanism, deeply studies the historical evolution of the public goods supply mechanism of our country, the existing problems and the causes of the problems. In this way, the article basically completes the analysis of the demand and supply of urban public goods and objectively presents the trend of comparison between the two. What is the gap between demand and supply? How can the two be balanced? The last chapter of the article is not only the discussion of the problems presented in the previous text, but also the final sublimation of the research theme, and the analysis of how to construct the ideal urban public goods supply mechanism through the perfect demand management process. This part presents how to construct a demand-oriented urban public goods supply mode through three aspects: the expression of urban public goods demand, the identification of urban public goods demand and the decision-making and execution of urban public goods supply. Thus, the balance of supply and demand is realized.
