基于流程的環(huán)境領(lǐng)域IT服務(wù)管理模式設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:隨著環(huán)境領(lǐng)域電子政務(wù)建設(shè)重點(diǎn)逐漸從建設(shè)轉(zhuǎn)向運(yùn)營(yíng)維護(hù),傳統(tǒng)由單個(gè)應(yīng)用開發(fā)商或軟硬件提供商分別提供運(yùn)維服務(wù)的模式已經(jīng)無法提供高質(zhì)量的運(yùn)維服務(wù)。以流程理念為基礎(chǔ),參考IT運(yùn)維服務(wù)管理的國(guó)家推薦標(biāo)準(zhǔn)(GB/T 28827-2012)和ITIL認(rèn)證等國(guó)際標(biāo)準(zhǔn),結(jié)合湖北省環(huán)保部門管理實(shí)際,提出集中式服務(wù)臺(tái)和事件管理、問題管理、變更管理、發(fā)布管理和配置管理等流程的設(shè)計(jì)與實(shí)現(xiàn)。對(duì)促進(jìn)電子政務(wù),特別是環(huán)保領(lǐng)域電子政務(wù)運(yùn)營(yíng)服務(wù)的規(guī)范化,進(jìn)一步改善電子政務(wù)治理水平具有實(shí)踐價(jià)值和理論意義。
[Abstract]:With the gradual shift from construction to operation and maintenance, the traditional mode of providing operation and maintenance services by single application developers or software and hardware providers has been unable to provide high quality operation and maintenance services. Based on the process concept, referring to the national recommendation standard of IT operation and maintenance service management (GB/T 28827-2012) and the international standards such as ITIL certification, and combining with the management practice of Hubei Province environmental protection department, this paper puts forward the centralized service desk and event management, problem management, change management, etc. Design and implementation of release management and configuration management processes. It is of practical value and theoretical significance to promote the standardization of E-government, especially in the field of environmental protection, and to further improve the level of E-government governance.
